Moved by Getty, seconded by Krizek that the Minutes of February 24 , 1997, as proposed, be approved. Ayes : Two. Absent : Mollenhoff . Motion carried. The purchase of weather services provided by Data Transmission Network Corporation was reviewed. The service will provide weather related data to help facilitate snow removal efforts . This will help to provide an anti-icing program rather than a de-icing program. Anti-icing is more effective than de-icing. This will also provide information concerning potential rainfall and other conditions that will affect the summer oiling program. This system is presently being used at the Water Pollution/Flood Control Plant . Initial set-up/start-up costs is $1, 183 . 00, with monthly payments of $68 . 00 . Moved by Getty, seconded by Krizek that the Superintendent of Central Garage be authorized to purchase said weather services . Ayes : Two. Absent : Mollenhoff . Motion carried. The request of the Administrative Director for authorization to seek bids to replace existing light fixtures in the dish machine area at the Five Sullivan Brothers Convention Center was reviewed. The city awarded a kitchen dish machine duct replacement contract to Young Pluming several months ago The installation was delayed due to scheduling problems with the Center management . The duct replacement required the removal and re-installation of many of the light fixtures and ceiling panels in the dish machine area. It was noted during a walk-thru that these surface mounted fixtures were badly rusted and should be considered for replacement with new fixtures . This replacement will be made with energy efficient lamps and ballasts as previously installed at all city properties . The proposed replacement will provide for task lighting rather than the original strip installation. Building Maintenance would perform the installation if approved. The cost of 35 replacement fixtures is estimated to be less than $3 , 200 . 00 . Funding is available in the Hotel/Motel Tax Fund and could possibly be reimbursed with energy savings should a contract amendment be reached with the Holiday Civic Center management . Motion carried. The garbage exemption application for Bruce Kesser, 1330 Easton Avenue, was reviewed. Mr. Kesser' s income exceeds the low-income guidelines, and he is not eligible to receive an exemption from garbage fees . Moved by Getty, seconded by Krizek that a letter be sent to Mr. Kesser explaining that his application was reviewed but the committee must uphold the adopted guidelines . Ayes : Two. Moved by Getty, seconded by Krizek that the request of the Superintendent of Parks for pre-authorization to expend $1, 476 . 06 to purchase various S .K. hand tools be approved. Ayes : Two. Moved by Getty, seconded by Krizek that the request of the Assistant Street Superintendent for pre-authorization to expend $3, 272 . 94 for Naturalizer degreaser/solvent be approved. Ayes : Two. Moved by Getty, seconded by Krizek that Bills Payment, as contained in Schedule AP640, pp. 1-52 dated March 3 , 1997 in the amount of $1, 398, 526 .44 be received, placed on file and approved and forwarded to the full council for approval .
