Moved by Getty, seconded by Krizek to approve the agenda as proposed. Ayes: Three.
Motion carried.
Moved by Getty, seconded by Krizek to accept the minutes of February 10, 1997 as
proposed. Ayes: Three. Motion carried.
The request of the Human Rights Executive Director to replace an old computer for the
Administrative Secretary and to purchase an additional printer network adapter was
reviewed. The current computer being used is the oldest computer in the City and causes
time delays when also being used as a printer server for the department's laser printer.
Moved by Getty, seconded by Krizek to approve the purchase of a computer, office
software and printer adapter at a total cost not to exceed $2,584.00. Ayes: Three.
Motion carried.
Moved by Getty, seconded by Krizek to approve the request of the Ctiy Planner to
prepare bid documents for appraisal services in conjunction with Broadway and Donald
Street traffic signal improvements. Ayes: Three. Motion carried.
The request of the City Planner to contract with Craig Ritland for the formulation of a
plan for signage, lighting and landscaping along MidPort Boulevard was reviewed. The
Airport Area Development Authority recommended a unified signage, lighting and
landscaping plan be developed for the industrial park. Krizek voiced her opposition to
this project. She noted that the NE Industrial Park doesn't have a landscaping plan and
feels this is not necessary. Moved by Getty, seconded by Mollenhoff to approve the
request to contract with Craig Ritland for landscape services for MidPort America. Ayes:
Getty, Mollenhoff. Nays: Krizek. Motion carried.
Moved by Getty, seconded by Krizek to approve a garbage refund in the amount of$30 to
Tracy Wishom for overpayment of garbage fees while contracting with a private hauler
for 1117 W. Mullan Avenue. Ayes: Three. Motion carried.
Moved by Getty, seconded by Krizek to approve a garbage refund in the amount of$90 to
Jerold Nichols for overpayment of garbage fees for 120 & 122 E. Eighth Street. Ayes:
Three. Motion carried.
The request of the Airport Director to approve services provided by Wayne Claassen
Engineering to conduct a topographic survey of the location of the proposed hangar
development was reviewed. The invoice amount for the survey is $1,200 and this amount
was not included in the contract with Flinn, Saito Anders Arechitects as part of the
development process but was necessary for further planning to continue. Moved by
Getty, seconded by Krizek to approve the request for payment to Wayne Claassen
Engineering in the amount of$1,200.00 Ayes: Three. Motion carried.
Krizek requested that information be relayed to the Airport Commission to not proceed
any further with the project until the council can meet with the City Attorney and confirm
information provided by that office.
Moved by Getty, seconded by Krizek to approve the request of the Police Chief to
proceed with seeking bids for in car video camera system funded by the Law Enforcement
Block Grant funding. Ayes: Three. Motion carried.
Moved by Krizek, seconded by Getty to approve the pre-authorization request of the
Recreation Department for printing fourteen thousand copies of the annual class and
activities brochure at an amount not to exceed$5,412.00. Ayes: Three.. Motion carried.

Moved by Krizek, seconded by Getty that Bills Payment as contained in Schedule AP640,
pp. 1-80, dated February 17, 1997, in the amount of$1,686,822.29, be received, placed
on file and forwarded to the full council for approval. Ayes: Three. Motion carried.
With no further business before the committee, it was moved by Krizek, seconded by
Getty to adjourn the meeting at 4:02 p.m. Ayes: Three. Motion carried.
