Moved by Getty, seconded by Krizek that the Agenda, as amended to add a pre-authorization request from the Recreation Director, be approved. Ayes : Two. Absent : Mollenhoff. Motion carried. Moved by Getty, seconded by Krizek that the Minutes of January 6, 1997, as proposed, be approved. Ayes : Two. Absent : Mollenhoff . Motion carried. Moved by Getty, seconded by Krizek that the request of the Airport Director for approval of emergency radiator repairs on snow equipment be tabled for one week due to lack of a representative from Airport at the meeting. Ayes : Two. Absent : Mollenhoff . Motion carried. Moved by Getty, seconded by Krizek that the request of the Building Official for approval of Change Order No. 5 for a net increase of $1, 057 . 00 for ADA improvements to the first floor restroom at the Library be tabled for one week due to lack of representative from Building Department at the meeting. Ayes : Two. Absent : Mollenhoff . Motion carried. The renewal of a two-year contract with Goodwill Industries for case management of the Family Self Sufficiency Program was reviewed. The FSS Case Manager assists welfare families in establishing goals and becoming economically self-sufficient under a written contract between the family and the Housing Authority. The Housing Authority has an obligation to assist 80 participants, with the possibility that this obligation may increase should the Authority be awarded additional Section 8 Certificates or Vouchers during the next two year period. The social work type service provided under the supervision of Goodwill has been superior to various experiences of trying to do this with Authority staff or other agencies lacking in experience and commitment to employment training that has been found with Goodwill . Of the 80 FSS participants, 89 percent work full or part time and 51 percent are in school as full time students . The first year of funding for the contract has already been secured at the rate of $31 per family per month enrolled in the FSS Program. The Housing Authority applied for and was awarded a HUD grant of $26, 040 to pay for 70 Section 8 families FSS case management for next year using client information provided and support letters gathered by Goodwill staff . Moved by Getty, seconded by Krizek that said renewal of two-year contract with Goodwill Industries for case management of the Family Self Sufficiency Program be approved. Ayes : Two. Moved by Getty, seconded by Krizek that the request of the Director of Recreation for pre-authorization to expend $13, 621 . 00 to purchase tempered glass and glass holders for spectators protection during hockey games at the Young Arena be approved. Moved by Getty, seconded by Krizek that the request of the Fire Chief to decrease Line Item 3414 (Ambulance Payments) and increase Line item 1785 (Refunds) in the amount of $182 . 16; decrease Line Item 3830 (Contributions) and increase Line Item 2112 (Fire Fighting Equipment, Capital Improvement) in the amount of $250 . 00 ; decrease Line Item 3498 (Sale of Equipment) and increase Line Item 1569 (Motor Vehicle Parts) in the amount of $50 . 00 be approved.
