Members present : Chairperson Mollenhoff, Krizek, Getty.
Moved by Getty, seconded by Krizek that the Agenda, as proposed, be
approved. Ayes : Three . Motion carried.
Moved by Getty, seconded by Krizek that the Minutes of November 12 ,
1996, as proposed, be approved. Ayes : Three. Motion carried.
Bids received for 7 new marked police patrol vehicles were
reviewed. Bids were solicited from all local metro area new
automobile dealers and Dick Witham Ford was the only dealer
submitting a bid. The Police Chief is requesting approval of the
following purchase : 7 police patrol sedans at the bid price of
$19, 336 . 50 per vehicle to include $2, 500 . 00 per vehicle for
installed equipment, such as stripes and decals, light bars, arrow
sticks and control heads, sirens and speakers, control consoles,
push bumpers and prisoner transport rear seats . The cost per
vehicle with the equipment included is $21, 836 . 50 for a total cost
of $152 , 855 . 50 for 7 vehicles . Moved by Getty, seconded by Krizek
to approve the purchase of 7 new police patrol vehicles at a total
cost of $152 , 855 . 50 . Ayes : Three. Motion carried.
The request of the City Clerk for authorization to purchase an on-
line cash register with receipt printer was reviewed. The city' s
auditors have recommended establishing this type of system for the
past two audits . The financial software was selected in part
because of its capabilities to have an on-line cash register. The
package includes : color monitor, receipt printer, cash drawer,
Pentium 75MHZ hard drive, 8mg RAM, DOS, Windows, Mouse and printer
emulation board with three year on-site maintenance at a cost of
$3, 995 . 00 . Funding for this purchase was included in the FY 1997
budget . The Computer Technical Review Committee approved this
request on November 6, 1996 . Moved by Getty, seconded by Krizek
that said request be approved. Ayes : Three. Motion carried.
Moved by Getty, seconded by Krizek that a garbage refund in the
amount of $60 for 723 West 8th Street be approved. Ayes : Three .
Motion carried.
Moved by Krizek, seconded by Getty that the request of the
Superintendent of Parks for pre-authorization to expend $7, 000 . 00
to purchase fencing for Belmont Park be approved. Ayes : Three .
Motion carried.
Moved by Getty, seconded by Krizek that the request of the
Superintendent of Parks for pre-authorization to expend $3 , 000 . 00
as the city' s match for the Iowa Conservation Corps 1997 ICC crew
be approved. Ayes : Three. Motion carried.
Moved by Krizek, seconded by Getty that the request of the Fire
Chief to decrease Line Item 3800 (Miscellaneous Revenue) and
increase Line Item 1319 (Other Professional Services) in the amount
of $1, 035 be approved. Ayes : Three. Motion carried.
Moved by Krizek, seconded by Mollenhoff that the request of the
Police Chief to decrease Line Item 1111 (Salaries - Regular
Employees) in the amount of $7, 217; increase Line Item 1346 (Travel
- Professional Training) in the amount of $400; increase Line Item
1573 (Safety Equipment) in the amount of $6, 817 be approved.
Councilperson Getty stated that the line item amendment is needed
because of the Finance Committee' s approval of the purchase of ASP
batons . He is opposed to using funds earmarked for salaries to
purchase equipment, and he would rather use the funds to put
officers on the street .

A vote was taken on the above motion with the following result .
Ayes : Two. Nays : Getty. Motion carried.
Moved by Krizek, seconded by Getty that Bills Payment, as contained
in Schedule AP640, pp. 1-53 , dated November 18, 1996 in the amount
of $1, 990, 014 .40, with Councilperson Mollenhoff abstaining on PV
21319 to Goodwill Industries, be received, placed on file and
forwarded to the full council for approval . Ayes : Three . Motion
carried.
With no further business before the committee, it was moved by
Krizek, seconded by Getty that the meeting be adjourned at 5 : 54
p.m. Ayes : Three. Motion carried.
