Moved by Krizek, seconded by Mollenhoff that the Agenda, as proposed, be approved. Ayes : Two. Absent : Getty. Motion carried. Moved by Krizek, seconded by Mollenhoff that the Minutes of November 4, 1996, as proposed, be approved. Ayes : Two. Absent : Getty. Motion carried. Bids received for ASP expandable batons for the Police Department were reviewed. Bids were solicited from the following police equipment suppliers : Law Enforcement Company, Sioux Sales Company and Kiecks Career Apparel, Inc. The low bidder was Sioux Sales Company at $59 . 50 each with scabbard. Sioux Sales Company also offered a $5 trade-in on each of the department' s old PR-24s . It was the recommendation of the Police Chief that the low bid of Sioux Sales Company be approved for the following: 110 ASP 21" expandable batons with scabbards $5, 995 10 Soft Practice Batons $ 192 10 Training Strike Bags $ 630 2 Instructor Training Courses $ 400 Total $7, 217 Moved by Krizek, seconded by Mollenhoff that said recommendation to purchase the 110 ASP batons and equipment for $7, 217 . 00 from Sioux Sales Company, subject to Mayor' s office final approval of financing, be approved. Ayes : Two. Absent : Getty. Motion carried. Moved by Krizek, seconded by Mollenhoff that the request of the Director of Recreation & Arts Commission to seek requests for proposals to re-carpet the second floor - west wing at the Recreation & Arts Center be approved. Ayes : Two. Absent : Getty. Motion carried. Getty now present at 5 : 00 p.m. The request of the Building Official for authorization to expend $16, 911 to remodel the first floor Police Department restrooms in conjunction with ADA requirements was reviewed. Lou Cutwright, Building Official, reported that the budget will be overexpended by approximately $2, 800 with the remodeling, but the funds will be replaced after the bond sale . Councilperson Getty questioned if there is a need for an ADA restroom in the Police Department . Mr. Cutwright stated that the Police Chief has indicated the remodeling is necessary to be compliant with ADA requirements . Moved by Krizek, seconded by Getty that said request be approved. Ayes : Three. Motion carried. Moved by Krizek, seconded by Getty that the request of the Parks Superintendent for pre-authorization to expend $2, 035 for material to repair the Greenbelt shelter along Ridgeway Avenue be approved. Ayes : Three. Motion carried. Moved by Getty, seconded by Krizek that the request of the City Engineer to transfer $1, 146 .40 from Line Item 1111 (Salaries- Regular Employees) to Line Item 1128 (Retirement) be approved. Ayes : Three. Motion carried. Moved by Krizek, seconded by Getty that Bills Payment, as contained in Schedule AP640 pp. 1-61 dated November 12, 1996 in the amount of $3, 076, 818 . 61, be received, placed on file and approved and forwarded to the full council for approval . Ayes : Three. Motion carried. Finance Committee November 12, 1996 Page 2 Councilperson Getty requested that the committee reconsider approval of the purchase of 110 ASP batons and equipment because funding has not been identified. The Public Safety Committee recommended approval after funding was identified and training should not have been scheduled prior to approval . With no further business before the committee, it was moved by Getty, seconded by Krizek that the meeting be adjourned at 5 :10 p.m. Ayes : Three. Motion carried. Susan Fangman City Clerk
