Moved by Krizek, seconded by Getty that the Agenda, as amended to
add request of the Parks Department for pre-authorization to expend
$2, 903 . 28 for materials for porch roof repair at the Gates Pro
Shop, be approved. Ayes : Two. Absent : Mollenhoff . Motion
carried.
Moved by Krizek, seconded by Getty that the Minutes of March 18,
1996, as proposed, be approved. Ayes : Two. Absent : Mollenhoff .

Moved . by Getty, seconded by Krizek that the request of the
Superintendent of Water Pollution/Flood Control to purchase
replacement belts for the filter belt at a total cost of $6, 866 . 00
be approved. Ayes : Two. Absent : Mollenhoff . Motion carried.
The request of the Fire Chief to purchase communications equipment
for the Hazardous Materials and Technical Rescue Team was reviewed.
The communications kit would provide two additional face mask sets
and 100 foot lengths of cable at a cost of $7, 356 . 00 plus shipping
charges. Con Space was the only bid solicited as no other company
provides hard wired communications equipment of this caliber. The
hard wired equipment is preferable for safety reasons, complies
with OSHA' s confined space regulations and will not interfere with
gas detection devices . It was moved by Getty, seconded by Krizek
that authorization to purchase the communications equipment at an
amount not to exceed $7, 375 . 00 for Con Space Kit #2 from Mid-
Continent Fire & Safety be approved. Ayes : Two. Absent :

Moved by Krizek, seconded by Getty that a garbage refund in the
amount of $40 . 00 for 1016 Maynard be approved. Ayes : Two.

The request of the Superintendent of Sanitation & Recycling to
proceed with the purchase of equipment for the third automated
garbage route was reviewed. The advantages of automating refuse
collection operations are : reduction in workers, near zero injury
rates, cleaner streets and higher efficiency. During the last
three months, an average of 1, 734 pounds of garbage per man per
hour were picked up by the regular routes while the automated
routes have averaged 2, 633 pounds per man per hour. Fuel, grease,
oil and tires remain the same, but other maintenance costs are
about 30 percent more than a standard truck or about $6, 000 per
year. The volume based fee system has reduced the amount of
material dumped at the landfill by an average of 24 . 8 percent . It
is estimated that the new truck will cost $116, 680 and carts
$189, 254 . Otto, Peterbuilt and Wayne have agreed to extend the
terms of our contract for the additional purchases . It is expected
to have the third route in service by August 6, 1996 . Moved by
Getty, seconded by Krizek that said request to proceed with the
purchase of the equipment for the third automated garbage route be
forwarded to the full council for review with recommendation of
approval . Ayes : Two. Absent : Mollenhoff . Motion carried.
The proposed amendment to the compensation schedule to the existing
recycling contract with Corkery Recycling was reviewed. The
current contract would be extended for two years per the option in
the contract . All other terms except for the compensation schedule
will remain the same. Moved by Getty, seconded by Krizek that the
proposed compensation and two-year extension be forwarded to the
full council for review with recommendation of approval . Ayes :

The request of the Superintendent of Sanitation & Recycling for
authorization to purchase a used automated garbage truck as a back
up unit was reviewed. McQueen has a 1990 unit and the motor
springs, transmission, brakes and packer unit are being
reconditioned. The cost for the used unit is $31, 157 . 00 and
includes new tires and paint job. Funds are available in the
capital line item. Moved by Getty, seconded by Krizek that said
request be approved. Ayes : Two. Absent : Mollenhoff . Motion
carried.
April 2, 1996 is the start date of the curbside yard waste program.
A two week free curbside pick up will be offered April 23, 1996
through May 3, 1996 . Moved by Getty, seconded by Krizek that the
above yard waste programs be approved. Ayes : Two. Absent :
Mollenhoff. Motion carried.
Moved by Getty, seconded by Krizek that the request of the Parks
Department for pre-authorization to expend $2, 903 . 28 for materials
for porch roof repair at the Gates Pro Shop, be approved. Ayes :

Attorney to transfer $1, 000 from Line Item 1584 (Reference Books)
to Line Item 1390 (Contractual Services) be approved. Ayes : Two.

Chief to transfer $1, 000 from Line Item 1580 (Clothing Cleaning
Allowance, Expense) to Line Item 1371 (Building & Grounds, Expense)
be approved. Ayes : Two. Absent : Mollenhoff. Motion carried.
Moved by Getty, seconded by Krizek that the request of the Fire
Chief for numerous line item amendments (a copy is on file in the
City Clerk' s office) be approved. Ayes : Two. Absent :
Mollenhoff . Motion carried.
Moved by Getty, seconded by Krizek that the request of Building
Maintenance to transfer $800 . 00 from Line Item 2152 (Building
Improvements) to Line Item 1541 (Janitorial Supplies) be approved.
Ayes : Two. Absent : Mollenhoff . Motion carried.
Moved by Getty, seconded by Krizek that Bills Payment as contained
in Schedule AP640, pp. 1-75, dated March 25, 1996, in the amount of
$754, 152 . 39, be received, placed on file and forwarded to the full
council for approval . Ayes : Two. Absent : Mollenhoff . Motion
carried.
With no further business before the committee, it was moved by
Getty, seconded by Krizek that the meeting be adjourned at 4 :26
p.m. Ayes : Two. Absent : Mollenhoff . Motion carried.
