Moved by Anders, seconded by Mollenhoff that the Agenda, as amended
to add item No. 6 entitled "Request to increase credit limit on
master card for Regional Training Center--Fire Chief" , be approved.
Ayes : Three . Motion carried.
Moved by Anders, seconded by Mollenhoff that the Minutes of October
23 , 1995, as proposed, be approved. Ayes : Three. Motion carried.
The request of the Fire Chief for authorization to purchase six
door openers and automatic door operators for Fire Headquarters was
reviewed. With the anticipated opening of the combined dispatch
center in December 1995, the dispatchers will no longer be utilized
to open and close the overhead doors at Fire Headquarters, 425 E.
Third Street . Automatic door openers and closers will allow fire
fighters to close the door when they go out on a call and reopen
the door when they return. The current door operators are over
twenty-five years old. With the utilization of radio controlled
door openers, it was the fire chief' s recommendation that the
motors for the door operators on six of the nine doors at fire
headquarters be replaced. Two quotes were received, one from
Christy Door and one from Overhead Door. The total cost for six
door openers and remote control transmitters would be approximately
$3 , 000 . General Obligation Bond money will be used to fund this
expenditure. Moved by Mollenhoff, seconded by Anders that said
request be approved. Ayes : Three . Motion carried.
The request of the Fire Chief for authorization to seek bids for a
breathing air compressor and storage vessels to replace a 1978
breathing compressor currently located at Fire Headquarters was
reviewed. The existing compressor and storage capacity would be
utilized in a reserve capacity located at the Regional Training
Center. The $20, 000 contribution received from Weyerhauser Company
would be used to fund this expenditure . Moved by Anders, seconded
by Mollenhoff that said request be approved. Ayes : Three. Motion
carried.
Moved by Mollenhoff, seconded by Anders that the request of the
Police Chief to purchase a video printer/software/accessories at a
cost of $9, 214 . 00, surveillance camera/accessories at a cost of
$1, 501 and a flash kit at a cost of $420 . 00 be approved. Ayes :
Three. Motion carried.
Moved by Mollenhoff, seconded by Krizek that the request of the
Fire Chief to approve an agreement with the University of Northern
Iowa for leadership training of staff and team leaders at a cost of
$8, 820 be approved. The Management and Professional Development
} Center has proposed five workshops and leadership skill assessments
for sixteen members of Waterloo Fire Rescue to coincide with
Waterloo Fire Rescue' s Strategy Beyond the Year 2000 leadership
commitment . Councilperson Anders felt that additional information,
such as the logistics of the sessions and class content, was
necessary prior to making a decision on this request . Dr. Forintos
from UNI, reviewed the seminar content for the Finance Committee
and explained that the seminar has been tailored for use by the
Fire Department but could be expanded to provide other City staff
development training. Councilperson Mollenhoff supports the
leadership development training concept but agrees with
Councilperson Anders' request for additional information and feels
it would be beneficial for all councilmembers to review this plan
at a council work session. Councilperson Krizek recommended that
the Finance Committee discuss the agreement with the Fire Chief and
prefers that it be a pilot program for the Fire Department . Moved
by Mollenhoff, seconded by Anders that said request be tabled
pending a council work session on the agreement . Ayes : Three.

The Calendar Year 1996 garbage exemption application forms for low-
income households and private haulers were reviewed. The low-
income exemptions use the federal poverty income guidelines.
Persons meeting 50 percent of the guidelines pay either a minimum
charge of $2 . 00 for one or two member households or $3 . 25 for large
households . Persons having an annual income between 50 percent and
100 percent of the federal poverty guidelines pay a monthly fee of
$5 . 00 per household. The annual income guidelines have been
adjusted to reflect the new federal levels for 1996 . Garbage
exemptions for the elderly are for single family households over 65
years of age with individuals having an income of less than $8, 500
per year paying a $2 . 00 minimum and those with incomes between
$8, 501 - $10, 000 paying a $5 . 00 monthly minimum charge. Moved by
Mollenhoff, seconded by Anders that the garbage exemption
application forms for calendar year 1996 be approved. Ayes :

The request of the Fire Chief to increase the credit limit on the
master card for the Regional Training Center was reviewed. Due to
the current contract with IBP, Inc . , regional training instructors
must travel to Kansas, Nebraska, Washington, Idaho, Texas and
Canada. The credit card is used by the instructors to cover cost
for meals, hotel accommodations, rental car and any class supplies .
All of these expenses are reimbursed to the Training Center by IBP.
Using a credit card is the best way to guarantee receipts and
available cash for the instructors . Due to the increased use of
the credit card, it is anticipated the $2, 000 limit will be
exceeded. Moved by Mollenhoff, seconded by Anders that the credit
card limit for the Regional Training Center be increased to $6, 000 .

Moved by Mollenhoff, seconded by Anders that the request of the
Human Rights Director for pre-authorization to expend $3 , 780 . 75 for
a youth training conference on cultural diversity and racial bias,
sexual harassment and leadership skill development seminar be
approved. Ayes : Three . Motion carried.
Moved by Mollenhoff, seconded by Anders that the request of
Superintendent of Parks for pre-authorization to expend $2, 993 for
replacement of trees at South Hills Golf Course be approved. Ayes :
Three . Motion carried.
Moved by Anders, seconded by Mollenhoff that the request of the
Recreation Director for pre-authorization to expend $1, 100 for
coaching authorization class for youth league baseball and softball
coaches be approved. Ayes : Three. Motion carried.
Moved by Mollenhoff, seconded by Anders that the request of the
Library to decrease Line Item 2114 (Institutional Furniture) and
increase Line Item 1591 (Juvenile Cassette Tapes) in the amount of
$500 . 00 ; decrease Line Item 2106 (Computer Equipment) and increase
Line Item 1561 (Office Supplies) in the amount of $900 . 00, be
approved. Ayes : Three. Motion carried.

Fire Chief to transfer $20, 000 . 00 from Line Item 3830
(Contributions, Revenue) to Line Item 2112 (Fire Fighting
Equipment, Capital Improvements) ; transfer $50 . 00 from Line Item
3830 (Contributions, Revenue) to Line Item 1551 (Medical Supplies,
Expense) be approved. Ayes : Three. Motion carried.
Moved by Mollenhoff, seconded by Anders that the request of the
Human Rights Director to decrease City Contingency Fund in the
amount of $7, 451 . 00; decrease Line Item 1311 (Accounting Clerical
Service) in the amount of $679 . 00; increase Line Item 1111
(Salaries Regular) in the amount of $6, 517 . 00; increase Line Item

1112 (Salaries Part Time) in the amount of $352 . 00; increase Line
Item 1121 (FICA) in the amount of $526 . 00; increase Line Item 1122

contained in Schedule AP640, pp. 1-88 dated November 6, 1995 in the
amount of $738, 978 . 80, be received, placed on file and forwarded to
the full council for approval . Ayes : Three . Motion carried.
With no further business before the committee, it was moved by
Anders, seconded by Mollenhoff that the meeting be adjourned at
