FINANCE COMMITTEE

Members present : Chairperson Krizek, Mollenhoff, Anders.
Moved by Mollenhoff, seconded by Anders that the Agenda, as
proposed, be approved. Ayes : Three. Motion carried.
The following bids received for the F.Y. 1996 Flood Control Riprap
Treatment program were reviewed:

Control Services, Inc . $23 , 365 . 00
Schaefer Tree & Stump Removal $23, 900 . 00
It was the recommendation of the Associate Engineer that the low
bid of All Seasons Tree Service in the amount of $18, 900 . 00 be
approved. Moved by Anders, seconded by Mollenhoff that said
recommendation be approved. Ayes : Three . Motion carried.
Renewal of the city' s property insurance was reviewed. Fireman' s
Fund was the only bid received and they will work with the City
Clerk on updating the values with the asset valuation process .
Fireman' s Fund submitted a quote of $51, 453 . 00 . The policy premium
rate is 40 cents per $1, 000 of covered property, which compares to
a 1994 premium rate of 46 cents per $1, 000 for an annual premium of
$59, 550 . 00 . Fireman' s Fund has been the city' s carrier for the
past three years, and they have handled our claims in a very
professional and timely manner. It was the recommendation of the
City Clerk that the bid from Fireman' s Fund Insurance for property
insurance for the period of October 1, 1995 through September 30,
1996 be approved. Moved by Mollenhoff, seconded by Anders that
said recommendation be approved. Ayes : Three . Motion carried.
Moved by Anders, seconded by Mollenhoff that the request of the
Superintendent of Water Pollution/Flood Control for authorization
to seek quotes for installation of the west end gas relief line at
the anaerobic lagoon facility be approved. Ayes : Three. Motion
carried.
Moved by Mollenhoff, seconded by Anders that the request of the
Superintendent of Water Pollution/Flood Control to authorize RUST
Environment & Infrastructure to prepare specifications for quoting
the auxiliary power supply generator for the anaerobic lagoon
facility and to seek quotes for installation be approved. Ayes :
Three . Motion carried.
Moved by Anders, seconded by Mollenhoff that the request of the
Superintendent of Water Pollution/Flood Control to amend the travel
request previously approved for Keith Kearns to attend the Advanced
Water & Wastewater Short Course in Des Moines on September 18 and
19, 1995 to include one more night' s lodging at an additional cost
of $27 . 34 be approved. Ayes : Three. Motion carried.
Moved by Anders, seconded by Mollenhoff that a garbage refund in
the amount of $110 . 00 for 1101 Black Hawk Road be approved. Ayes :
Three. Motion carried.
Moved by Anders, seconded by Mollenhoff that a sewer refund in the
amount of $542 .45 for 503 South Street be approved. Ayes : Three.
Motion carried.
Moved by Mollenhoff, seconded by Anders that the request of the
Recreation & Arts Director for pre-authorization to expend
$1, 969 . 00 for caps for Optimist baseball/softball teams for the
1996 season be approved. Ayes : Three. Motion carried.

Moved by Anders, seconded by Mollenhoff that Bills Payment, as
contained in Schedule AP640, pp. 1-91, dated September 25, 1995 in
the amount of $1, 080, 310 . 82 be received, placed on file and
forwarded to the full council for approval . Ayes : Three. Motion
carried.
With no further business before the committee, it was moved by
Mollenhoff, seconded by Anders that the meeting be adjourned at
5 : 59 p.m. Ayes : Three . Motion carried.
