The following bids for the F.Y. 1994 Flood Control Erosion Repairs
were reviewed:

It was the recommendation of the City Engineer that the low bid of
Borwig Building Service in the amount of $13, 066 . 90 be approved.
Moved by Anders, seconded by Krizek that said recommendation be
approved. Ayes : Two. Absent : Mollenhoff . Motion carried.
The request of the Associate Engineer to conduct soil screening for
contamination under the Kingsley Avenue pavement between West
Fourth Street and Kimball Avenue and hauling and disposal of the
contaminated soil was reviewed. In conjunction with the Sixth
Street Extension Project (West) , the contractor has run into
possible soil contamination from old underground storage tanks that
were recently discovered in city right of way. The soil would need
to be hauled to Marion to be recycled by a process called thermal
desortion which removes the contaminants by heating the soil . The
estimated cost for processing the contaminated soil will run from
$35/ton to $50/ton based on actual contamination levels, soil type
and moisture content of soil . The estimated cost for hauling the
contaminated soil from the project site to Marion will be
determined. Huntington Consulting Engineers' fee for conducting an
on-site screening and monitoring will range from $1100 to $1700 .

be authorized to proceed with the soil screening for contamination
on Kingsley Avenue in conjunction with the Sixth Street (West)
