Moved by Hart, seconded by Schmitt that request to seek bids for an appraisal of the metal- framed building located directly behind the Waterloo Courier at 501-503 Commercial Street— Submitted by Tim Andera, Associate Planner, be approved. Ayes: Two. Nays: One (Cole) Motion carried. Ms. Cole stated on this metal-framed building located behind the Courier on the record, what in the world are we thinking? Noel Anderson, Community Planning and Development Director, stated as you may recall the City of Waterloo received a 5 million dollar I-Jobs grant for the public works facility and we are exploring the potential to move the building out of the downtown area to the CMC site. This appraisal would allow us to place a price tag on it to determine whether we wanted it. Speaking with some contractors, it would be cheaper for us to essentially dismantle that building and move it to the site and put it back together. It would be slightly cheaper than new construction. The roof would have to be replaced. Once you take it apart, you can't put it back together. So essentially we are just looking at this as an option. Mr. Hart stated so requesting bids for an appraisal of the metal-framed building located on Commercial Street to move it? Ms. Cole stated no they have to appraise it so we can buy it. Mr. Anderson stated essentially we are looking at this as an option, again this would serve us well at the CMC site as a future public works leases. Also we have had a number of people concerned about the building being downtown, with the metal framing over time. Originally the Courier built it to serve a printing operation and they are no longer. It was kind of a phase 1 of a multi- phase project. We believe it would help the downtown by moving the building out of that block which is located right on the river front, within a block of the new River Front.Renaissance public area and Mark's Park. We are trying to kill two birds with one stone to improve the downtown area as well as help us at the CMC site. Mr. Schmitt stated Noel doesn't that have to be bricked within like two years. Mr. Anderson stated it was seven years from when it was originally built and I don't recall exactly when that was. Even if it was bricked, it would be a blank brick wall. Mr. Greenwood stated in the original property development agreement I thought it had to be bricked or it had to be removed.
