Moved by Welper, seconded by Cole that the Minutes of December 14, 2009, as proposed, be approved. Ayes: Three. Motion carried. Moved by Welper, seconded by Cole that a travel request for two Site Trainers to travel from Mequom, Wisconsin to attend M X 4 CMMS Training in Waterloo, Iowa on October 21-22, 2009, with costs not to exceed $422.28, be approved. Ayes: Three. Motion carried. Moved by Welper, seconded by Cole that recommendation from Police Chief to award bid in the amount of$38,719.03 to Dimensions of Waterloo, Iowa for F.Y. 2010 Office Furniture Update Project, be approved. Ayes: Three. Motion carried. Moved by Welper, seconded by Cole that a garbage refund in the amount of $10.50 for 343 Presley Circle, be approved. Ayes: Three. Motion carried. Moved by Welper, seconded by Cole that the request of the Deputy City Clerk for the Calendar Year 2010 Garbage Exemption Application Forms, be approved. Ayes: Three. Motion carried. Moved by Cole, seconded by Welper that the request of the Director of Waterloo Center For The Arts for pre-authorization to expend $3,500.00 or less for printing of promotional materials for the Center for the Arts and Phelps Youth Pavilion from Pioneer Graphics, be approved. Councilperson Welper asked why the bid is being awarded to Pioneer Graphics when they did not have the lowest bid. Cammie Scully, Waterloo Center For The Arts Director, responded that Pioneer Graphics gives the city in-kind on almost every project, have donated to a number of projects and have been a really good vendor for the city. Councilperson Cole asked what the difference was between the bids. Ms. Scully responded that it is $16.00. Councilperson Cole stated that she thinks that goodwill is worth it. Councilperson Welper stated that the problem that he has with this is that his job is to keep taxes and cost down. Councilperson Welper stated that these other companies took the time to bid and asked if the companies knew that even if they got the lowest bid they still wouldn't get the job. Ms. Scully responded that if the amount had been significant, they would have went with the low bid, but because the amount is a $16.00 difference they felt it was worth giving them the bid since they give the city so much. Councilperson Welper asked what the dollar amount would be then where the low bid would then be awarded. Ayes: Two. Nays: Welper. Motion carried. Moved by Cole, seconded by Welper that the request of the Director of Waterloo Center For The Arts for pre-authorization to expend $6,012.00 to replace 18 tables and 60 chairs in two meeting rooms at the Center, be approved. Ayes: Three. Motion carried. Moved by Cole, seconded by Welper that the request of the Building Official/Maintenance Administrator for pre-authorization to expend $1,665.00 to pay for Cove base at the Library as part of the flood floor replacement, be approved. Ayes: Three. Motion carried. Moved by Cole, seconded by Welper that the request of the Building Official/Maintenance Administrator for pre-authorization to expend $5,536.26 to pay for ceramic tile repair at Byrnes and Gates swimming pools, be approved. Ayes: Three. Motion carried. Moved by Cole, seconded by Welper that the request of the Building Official/Maintenance Administrator for pre-authorization to expend $1,200.00 to pay for the removal of old diesel engine in the basement of city hall, be approved.
