Moved by Welper, seconded by Reggie Schmitt that the Minutes of November 23, 2009, as
proposed,be approved. Ayes: Two. Absent: Cole. Motion carried.
Moved by Welper, seconded by Reggie Schmitt that a travel request for Community
Development Coordinator to attend 2010 Winter Legislative and Policy Meeting in Washington,
D.C. on January 20-22, 2010, with costs not to exceed $2,060.00, be approved. Ayes: Two.
Absent: Cole. Motion carried.
Moved by Welper, seconded by Reggie Schmitt that a travel request for Chief Electrical
Inspector to take the required Commercial Electrical Exam in Des Moines, IA on December 9,
2009, with costs not to exceed $180.00, be approved. Ayes: Two. Absent: Cole. Motion
carried.
Moved by Welper, seconded by Reggie Schmitt that a garbage refund in the amount of$88.22
for 2235 and 2237 Osage Road, be approved. Ayes: Two. Absent: Cole. Motion carried.
Moved by Welper, seconded by Reggie Schmitt to accept bid from Rally Appraisal, LLC in the
amount of $1,200.00 for appraisal services of Fortune's Tap located at 328 Elm Street, be
approved. Ayes: Two. Absent: Cole. Motion carried.
Moved by Welper, seconded by Reggie Schmitt to authorize Superintendent of Central Garage to
sell 5 police vehicles, 2 pickup trucks and 3 dump trucks via citywide auction and electronic
auction, be approved. Ayes: Two. Absent: Cole. Motion carried.
Moved by Reggie Schmitt, seconded by Welper that the request of the Center For The Arts
Director for pre-authorization to expend $1,500.00 for design services for mural art to be
installed at Washington Street site between East 4th Street and East Park Avenue, be approved.

Moved by Reggie Schmitt, seconded by Welper that the request of the Leisure Services Director
for pre-authorization to expend $8,372.00 for 132 pairs of rental ice skates that will be used
during all public skating sessions as well as learn to play hockey and skate lessons, be approved.

Moved by Reggie Schmitt, seconded by Welper that the request of the Leisure Services Director
for pre-authorization to expend $1,467.00 for up to 150 jerseys for youth basketball, grades 4
through 6, be approved. Ayes: Two. Absent: Cole. Motion carried.
Moved by Reggie Schmitt, seconded by Welper that the request of the Leisure Services Director
for pre-authorization to expend $1,316.00 plus estimated shipping costs of$300.00 to purchase
signage for Riverview Recreation Area, be approved. Ayes: Two. Absent: Cole. Motion
carried.
Moved by Reggie Schmitt, seconded by Welper that the request of the Superintendent of Central
Garage for pre-authorization to expend $1,150.00 to purchase a Vehicle Diagnostics laptop, be

authorization to expend $10,300.00 to pay for professional services to administer the Passenger
