Moved by Welper, seconded by Cole that the Agenda, as proposed, be approved. Ayes: Three. Motion carried. Moved by Welper, seconded by Cole that the Minutes of October 26, 2009, as proposed, be approved. Ayes: Three. Motion carried. Moved by Welper, seconded by Cole that a garbage refund in the amount of $109.28 for 416 Almond Street, be approved. Ayes: Three. Motion carried. Moved by Welper, seconded by Cole that a travel request for City Attorney to attend IMAA's 2009 Annual Seminar in Johnston, Iowa on November 20, 2009, with costs not to exceed $144.00, be approved. Ayes: Three. Motion carried. Moved by Welper, seconded by Cole that a travel request for Visiting Musician/Performer to travel to Waterloo, Iowa on November 14-15, 2009 to perform at the Waterloo Center of the Arts, with costs not to exceed $835.00, be approved. Ayes: Three. Motion carried. Moved by Welper, seconded by Cole that recommendation of the Building Official/Maintenance Administrator to accept bid from Michael's Painting & Decorating in the amount of$18,094.00 for Library flooring, be approved. Councilperson Welper stated that he cannot approve another job from Michael's Painting & Decorating from what he has seen for work on the City Hall basement floor. He stated that if he did work like that he would not get paid and if someone did work for him like that he would not pay them. Councilperson Welper stated that there are some areas that need to be taken care of and until that is done, he will not agree to anymore of their work. Lou Cutwright, Building Official/Maintenance Director, stated that one of the areas, particularly the area at the foot of the steps, is not the problem of Michael's Painting & Decorating. He stated that there is one area in the back within the public studio area that needs to be taken care of and they are very forthcoming in taking care of it. Mr. Cutwright indicated that the area where the footprints are is less than correct work and they came and corrected that area. He stated that when you look at the floor at the Five Sullivan Brothers Convention Center, this type of floor is going to telegraph everything that is in the floor. Mr. Cutwright indicated that it does not become a slick finish without any indentations. He agreed with Councilperson Welper that the back area within the public studio area needs to be taken care of and will be taken care of Mr. Cutwright states that he thinks that Michael's Painting & Decorating has an excellent and hard product suited for basements that has and will have water. Councilperson Welper stated that he understands the process, except all of the imperfections in the floor, but the squeegee process that Mr. Cutwright has indicated within the public studio area was never smoothed out. Mr. Cutwright indicated that it will be taken care of. Councilperson Welper stated that when that is done, then he will agree to accepting the bid from Michael's Painting & Decorating. Ayes: Two. Nays: Welper. Motion carried. Moved by Welper, seconded by Cole that request of the Golf Manager for petty cash funds for Gates Golf Pro Shop in the amount of$250.00, be approved. Ayes: Three. Moved by Cole, seconded by Welper that the request of the Leisure Services Director for pre- authorization to expend $3,200.00 for processed black soil from Cedar Valley Lawn Care that is needed for diamond improvements at Tibbits baseball complex is part of the Kelloggs Build Our Ballpark and will be reimbursed, be approved. Moved by Cole, seconded by Welper that the request of the Leisure Services Director for pre- authorization to expend $4,600.00 plus estimated shipping costs of$300.00 for a walk-in cooler from Wilson Restaurant to replace the cooler at Riverfront Stadium that was damaged by flooding in June 2008, be approved.
