Moved by Welper, seconded by Cole that the Agenda, as proposed, be approved. Ayes: Three.
Motion carried.
Moved by Welper, seconded by Cole that the Minutes of March 2, 2009, as proposed, be
approved. Ayes: Three. Motion carried.
The following bids received for two mid-size sedans for the Police Department were reviewed:

Bill Colwell Ford $18,823 Each
Stivers Ford $18,834 Each
Witham Auto Center $19,807 Each
It was the recommendation of the Superintendent of Central Garage to accept the bid in the
amount of $18,823.00 each from Bill Colwell Ford for two mid-size sedans for the Police
Department. Moved by Welper, seconded by Cole that said recommendation be approved.
Ayes: Three. Motion carried.
The following bids received for one compact 4-wheel drive pickup truck for the Central Garage
were reviewed:

Rydell Chevrolet $19,625
Community Motors $19,649
It was the recommendation of the Superintendent of Central Garage to accept the bid in the
amount of$19,625.00 from Rydell Chevrolet for purchase of one compact 4-wheel drive pickup
truck for Central Garage. Councilperson Welper noted that Karl Chevrolet is the state bid and
submitted a bid $25.00 lower than Rydell Chevrolet. Mark Rice, Superintendent of Central
Garage, stated that he recommended Rydell Chevrolet because of the ease of location for
warranty services. Councilperson Welper asked if the state bid is public information and Mr.
Rice responded yes. Moved by Welper, seconded by Cole that said recommendation be
approved. Ayes: Two. Nays: Welper. Motion carried.
Moved by Welper, seconded by Cole that a garbage refund in the amount of $16.50 for 1530
Newell Street be approved. Ayes: Three. Motion carried.
Moved by Welper, seconded by Cole that a travel request for Fire Marshal to attend National
Fire Sprinkler Association Training in Bettendorf, Iowa on March 23-26, 2009, with costs not to
exceed $533.00, be approved. Councilperson Welper noted that travel requests in the amount of
$1,736.20 are on tonight's agenda for approval, and all are for information only not required
certification. Doug Carter, Fire Chief, explained that he feels the travel request for the Fire
Marshal is necessary because this is a new Fire Marshal who is still being trained for the
position. Councilperson Welper stated that in February there were travel requests in the amount
of$6,300.00 approved for information and not certification. Ayes: Three. Motion carried.
Moved by Welper, seconded by Cole that an amended travel request for Signal Tech Foreman
and two Maintenance Electricians to attend Brown Traffic Products Annual Training Seminar in
Davenport, Iowa on February 10-12, 2009, with costs not to exceed $767.70, be approved.
Ayes: Three. Motion carried.
