Moved by Welper, seconded by Cole that the Minutes of February 23, 2009, as proposed, be approved. Ayes: Three. Motion carried. Moved by Welper, seconded by Reggie Schmitt that the request of the Superintendent of Traffic Operations for authorization to seek bids for parking access and revenue control system for West 5th/Civic Center Parking Ramp and an alternate bid for the East Park Avenue Ramp be approved. Ayes: Three. Motion carried. Moved by Welper, seconded by Reggie Schmitt that the request of the Contracts and Grants Coordinator for authorization to seek bids for asbestos survey for three city-owned structures (728 Vinton, 731 Vinton and 745 Vinton) be approved. Moved by Welper, seconded by Reggie Schmitt that an amended travel request for visiting artist to travel from Brooklyn, New York on January 14-22, 2009 to host reception and gallery talk for the Springs, Sprockets & Pulleys Exhibit, with costs not to exceed $974.00, be approved. Ayes: Three. Motion carried. The following bids received for an asbestos Consultant/Professional to conduct visual inspection of asbestos removal at the Rath Administration Building were reviewed. Bidder Bid Amount Haasco Ltd. $399.00 American Testing & Training $460.00 M.B. Consulting $500.00 Iowa Environmental Services $500.00 The bid is cost per site visit and not to exceed ten visual inspections. It was the recommendation of the Contracts and Grants Coordinator that the low bid from Haasco Ltd. in the amount of $399.00 per site visits not to exceed 10 visual inspections of asbestos removal at the Rath Administration Building be accepted. Moved by Welper, seconded by Reggie Schmitt that said recommendation be approved. Ayes: Three. Motion carried. Moved by Cole, seconded by Welper that the request of the Superintendent of Traffic Operations for pre-authorization to expend $4,700.00 for two three section Intelight programmable traffic signal heads be approved. Ayes: Three. Motion carried. Moved by Cole, seconded by Welper that the request of the Superintendent of Traffic Operations for pre-authorization to expend $1,999.15 for door mount for siren, lightening arrestor, 25 watt VHF mobile radio, programming and installation for new early warning siren installed at Washington& Williston be approved. Moved by Cole, seconded by Welper that the request of the Police Chief for pre-authorization to expend $10,000.00 for repairs to Police Department vehicle #155, a 2008 Ford Crown Victoria, be approved.
