Moved by Welper, seconded by Cole that the Minutes of February 2, 2009, as proposed, be approved. Ayes: Three. Motion carried. Moved by Welper, seconded by Cole that the request of the Building Official/Maintenance Administrator for authorization to purchase four water coils for the air handler at the Waterloo Public Library at a cost of$13,383.00 be approved. Ayes: Three. Motion carried. Moved by Welper, seconded by Cole that a travel request for Battalion Chief to attend K-9 Certification in Colorado Springs, Colorado on May 18-22, 2009, with costs not to exceed $879.00, be approved. Ayes: Three. Motion carried. The following bids received for outfitting trucks purchased through the Methamphetamine Initiative Grant were reviewed: Bidder Bid Amount Truck Outfitters Plus $4,130.00 Barry's Toppers $3,800.00 Coverup LTD $3,710.00 It was the recommendation of the Police Chief that the low bid from Coverup LTD in the amount of $3,710.00 be accepted. Moved by Welper, seconded by Cole that said recommendation be approved. Ayes: Three. Motion carried. Moved by Welper, seconded by Cole that a travel request for Sewer Maintenance Worker and ICT Tech to attend IWPCA Collections System Conference in Marshalltown, Iowa on March 5- 6, 2009, with costs not to exceed $270.00, be approved. Ayes: Three. Motion carried. Moved by Welper, seconded by Cole that the request of the City Engineer for authorization to expend $800.00 to cosponsor an Annual Stormwater and Erosion Control Conference at UNI on March 18-19, 2009 be approved. Ayes: Three. Motion carried. Moved by Cole, seconded by Welper that the request of the Leisure Services Director for pre- authorization to expend $2,225.00 for removal of reinforced foundation prior to setting footings for restroom at the Waterloo Softball Association diamonds be approved. Ayes: Three. Motion Moved by Cole, seconded by Welper that the request of the Leisure Services Director for pre- authorization to expend $1,973.75 for winter wear for staff be approved. Ayes: Three. Motion carried. Moved by Cole, seconded by Welper that the request of the Leisure Services Director for pre- authorization to expend $1,349.00, plus estimated shipping costs of $95.00, for bats, umpire equipment, bases, catchers equipment and batting helmets for Cedar River Exchange Park youth ball diamonds be approved. Ayes: Three. Motion carried. Moved by Cole, seconded by Welper that the request of the Leisure Services Director for pre- authorization to expend $1,065.00, plus estimated shipping costs of$95.00, for pretzel warmer and freezer for the Cedar River Exchange concession stand be approved.
