Moved by Welper, seconded by Cole that the Agenda, as proposed, be approved. Ayes: Three. Motion carried. Moved by Welper, seconded by Cole that the Minutes of December 22, 2008, as proposed, be approved. Ayes: Three. Motion carried. Moved by Welter, seconded by Cole that a garbage and sewer refund in the amount of$157.59 for 1417 W. 2" Street be approved. Ayes: Three. Motion carried. Moved by Welper, seconded by Cole that the request of the Police Chief for authorization to seek bids for purchase and installation of various pieces of equipment and application of new style vinyl graphics for seven new black and white Ford Crown Victoria patrol cars be approved. Ayes: Three. Motion carried. Moved by Cole, seconded by Welper that the request of the Community Development Coordinator for pre-authorization to expend $18,000.00 for training for 24-hour lead abatement workers and 40-hour contractors be approved. Ayes:, Three. Motion carried. Moved by Cole, seconded by Welper that the, request of the Airport Director for pre- authorization to expend $6,000.00 for sand for use on the runways, taxiways and ramps be approved. Ayes: Three. Motion carried. Moved by Cole, seconded by Welper that the request of the Airport Director for pre- authorization to expend $6,000.00 for urea for parking lots, sidewalks and public roads be approved. Ayes: Three. Motion carried. Moved by Cole, seconded by Welper that the request of the Building Official/Maintenance Administrator for pre-authorization to expend $4,132.00 for five ships ladders for Five Sullivan Brothers Convention Center be approved. Ayes: Three. Motion carried. Moved by Cole, seconded by Welper that the request of the Leisure Services Director for pre- authorization to expend $10,900.00 for signage for Sullivan Park be approved. Ayes: Three. Motion carried. Moved by Cole, seconded by Welper that the request of the Leisure Services Director for pre- authorization to expend less than $22,500.00 for architectural services by AHTS Architects for reconstruction of the Waterloo Boating Center be approved. Councilperson Greenwood asked if FEMA were paying for the cost of reconstruction :Qf tilt boat house. Paul Huting, Leisure Services Director, responded that FEMA would be funding the majority of the cost for the improvements, and they are unsure at this time if other funding will be needed. Mr. Huting explained that the boat house has been used by the Waterloo Rowing Club over the years. Mr. Huting stated that the new boat house would store the boats underneath and the upper floor could be used for events such as picnics, gatherings, etc. Councilperson Greenwood asked if there have been any thoughts to include a ramp/mariner in the design. Mr. Huting responded there are no plans at this time to include those items in the design of the new boat house. Councilperson Greenwood noted this might be the time to look at a ramp/mariner along with the new boat house. Mr. Fluting stated that this is a replacement.project working with FEMA, and we pretty much have to keep the area that was used by the damaged boat house. Councilperson Getty asked if the architect could include the ramp/mariner in the plans to be added at a later date. Mr. Huting stated that the Leisure Services Commission and council liaison Getty will have an opportunity to review the plans and further discussion. Councilperson Getty asked if the Rowing Club paid the city for use of the former building, and Mr. Huting replied they did not.
