Moved by Welper, seconded by Cole that the Minutes of September 2, 2008, as proposed, be
approved. Ayes: Three. Motion carried.
Moved by Welper, seconded by Cole that the request of the Executive Director of Waterloo
Human Rights Commission for approval of expenditure in the amount of$150.00 for room rental
and refreshments for Town Hall Forum to be held on September 11, 2008, be approved. Ayes:
Three. Motion carried.
Moved by Welper, seconded by Cole that a travel request for Manager of Rehabilitation Services
and Rehabilitation Specialist to attend IHO Fall Conference in Waterloo, Iowa on October 1-3,
2008, with costs not to exceed $500.00, be approved. Ayes: Three. Motion carried.
Moved by Welper, seconded by Cole that a travel request for Waterloo Housing Partnership
Coordinator to attend 2008 Housing Iowa Conference in Des Moines, Iowa on October 2-3,
2008, with costs not to exceed $461.00, be approved. Ayes: Three. Motion carried.
Moved by Cole, seconded by Welper that the request of the Superintendent of Traffic Operations
for pre-authorization to expend $6,138.90 for opticom detector for the intersection of W. 9th &
Ridgeway and US Highway 63 & Fletcher be approved. Ayes: Three. Motion carried.
Moved by Cole, seconded by Welper that the request of the Superintendent of Traffic Operations
for pre-authorization to expend not to exceed $8,200.00 for sign tubing be approved. Ayes:
Three. Motion carried.
Moved by Cole, seconded by Welper that the request of the Superintendent of Central Garage for
pre-authorization to expend $10,706.00 for rubber track for track hoe be approved. Ayes:
Three. Motion carried.
Moved by Cole, seconded by Welper that the request of the Superintendent of Central Garage for
pre-authorization to expend not to exceed $5,000.00 for parking lot resurfacing be approved.

Moved by Cole, seconded by Welper that the request of the Director of Cultural & Arts
Commission for pre-authorization to expend $1,380.00 for cell phone package for $115.00 per
month for six phones be approved. Ayes: Three. Motion carried.
Moved by Cole, seconded by Welper that the request of the Fire Chief for pre-authorization to
expend $1,225.00 for purchase of 200 T-shirts be approved. Ayes: Three. Motion carried.
Moved by Cole, seconded by Welper that the request of Mayor Hurley for pre-authorization to
expend $25,000.00 for city's contribution to Youth Essential Skills (YES!) Program be
approved. Ayes: Three. Motion carried.
Moved by Cole, seconded by Welper that the request of the Director of Cultural & Arts
Commission for pre-authorization to expend $1,242.00 for advertising in the 2009
Waterloo/Cedar Falls Visitors Guide be approved. Ayes: Three. Motion carried.
Moved by Cole, seconded by Welper that the request of the Director of Cultural & Arts
Commission for pre-authorization to expend $1,300.00 for printing promotional announcement
for Haitian Art Conference be approved. Ayes: Three. Motion carried.
