Moved by Cole, seconded by Welper that the Minutes of August 18, 2008, as proposed, be approved. Ayes: Three. Motion carried. Moved by Welper, seconded by Cole that a travel request for Human Resources Director to attend National Public Employer Labor Relations Academy Certification Program and Iowa Public Employer Labor Relations Association Annual Conference in Des Moines, Iowa on September 9-12, 2008, with costs not to exceed $889.64, be approved. Ayes: Three. Motion carried. Moved by Welper, seconded by Cole that a travel request for Police Officer and Analyst/Planner to attend 4th Annual Governor's Homeland Security Conference in Des Moines, Iowa on September 30-October 1, 2008, with costs not to exceed $418.08, be approved. Ayes: Three. Motion carried. Moved by Welper, seconded by Cole that a travel request for two Police Officers to attend Iowa Law Enforcement Academy Intermediate Officer's Certification School at Hawkeye Community College on September 8-October 31, 2008, with costs not to exceed $6,200.00, be approved. Ayes: Three. Motion carried. Moved by Welper, seconded by Cole that a travel request for Human Resources Manager to attend National Public Employer Labor Relations Academy Certification Program and Iowa Public Employer Labor Relations Association Annual Conference in Des Moines, Iowa on September 9-12, 2008, with costs not to exceed $453.96, be approved. Moved by Cole, seconded by Welper that the request of the Leisure Services Director for pre- authorization to expend less than $2,400.00 for 49 fence posts with anchor plates be approved. Ayes: Three. Motion carried. Moved by Cole, seconded by Welper that the request of the Leisure Services Director for pre- authorization to expend less than $1,000.00 for meals for participants in the city junior golf tournament be approved. Ayes: Three. Motion carried. Moved by Cole, seconded by Welper that the request of the Superintendent of Waste Management for pre-authorization to expend $6,500.00 for replacement trailer for the yardwaste building be approved. Ayes: Three. Motion carried. Moved by Cole, seconded by Welper that the request of the Fire Chief for pre-authorization to expend $5,982.96 for six sets of fire gear be approved. Ayes: Three. Motion carried. Moved by Cole, seconded by Welper that the request of the Superintendent of Traffic Operations for pre-authorization to expend $4,550.00 for one Solo Terra camera, cable MT and astrobacket for San Marnan and Hawkeye Road be approved. Ayes: Three. Motion carried. Moved by Cole, seconded by Welper that the request of the Police Chief for approval of Law Enforcement Terrorism Prevention Grant Budget in the amount of $316,667.00 be approved. Ayes: Three.
