Moved by Welper, seconded by Cole that the Agenda, as proposed, be approved. Ayes: Three.
Motion carried.
Moved by Welper, seconded by Cole that the Minutes of June 23, 2008, as proposed, be
approved. Ayes: Three. Motion carried.
Moved by Welper, seconded by Cole that the request of the Police Chief for authorization to
seek bids for Uniforms and Supplies, Ammunition and Supplies, and Fleet Graphics Installation
be approved. Ayes: Three. Motion carried.
Moved by Welper, seconded by Cole that the request of the Building Official/Maintenance
Administrator for authorization to enter into contract with Prairie Construction at a cost of
$9,240.00 to replace the split section of the exhaust stacks above the roofline for the boilers at
Five Sullivan Brothers Convention Center and add a four foot section to each stack be approved.

Moved by Welper, seconded by Cole that a travel request for Police Sergeant to attend Tactical
Weapons School in Mason City, Iowa on July 15-18, 2008, with costs not to exceed $600.00, be
approved. Ayes: Three. Motion carried.
Moved by Welper, seconded by Cole that a travel request for guest artist to travel to Waterloo,
Iowa for two trips to install and remove artist's installation exhibit, with costs not to exceed
$3,600.00, be approved. Ayes: Three. Motion carried.
Moved by Cole, seconded by Welper that the request of the Building Official/Maintenance
Administrator for pre-authorization to expend $2,683.54 for plaster repair/painting at Memorial
Hall be approved. Ayes: Three. Motion carried.
Moved by Cole, seconded by Welper that the request of the Fire Chief for pre-authorization to
expend not to exceed $5,000.00 for consumable for classes held at the Regional Training Center
be approved. Ayes: Three. Motion carried.
Moved by Cole, seconded by Welper that the request of the Building Official/Maintenance
Administrator for pre-authorization to expend $11,157.15 for emergency repair and installation
of transfer switch at City Hall be approved. Ayes: Three. Motion carried.
Moved by Cole, seconded by Welper that the request of the City Clerk for pre-authorization to
expend $6,787.00 for renewal of ambulance drivers insurance with Western World Insurance
Company be approved. Ayes: Three. Motion carried.
Moved by Cole, seconded by Welper that the request of the Police Chief for pre-authorization to
expend $3,559.56 for repairs to police vehicle 123, a black and white Ford Crown Victoria, be
approved. Ayes: Three. Motion carried.
Moved by Cole, seconded by Welper that the request of the Leisure Services Director for pre-
authorization to expend less than $2,000.00 for additional concrete path work at Iry Warren golf
course and pads for benches be approved. Ayes: Three. Motion carried.
Moved by Cole, seconded by Welper that the request of the Leisure Services Director for pre-
authorization to expend less than $4,500.00 for top dressing sand for golf courses be approved.
Ayes: Three. Motion carried.
Moved by Cole, seconded by Welper that the request of the Director of Cultural & Arts
Commission for pre-authorization to expend $28,600.00, plus estimated shipping costs of
