Moved by Welper, seconded by Cole that the Agenda, as proposed, be approved. Ayes: Three. Motion carried. Moved by Welper, seconded by Cole that the Minutes of May 12, 2008, as proposed, be approved. Ayes: Three. Motion carried. Moved by Welper, seconded by Cole that the request of the Superintendent of Central Garage for authorization to sell 1980's vintage FMC wheel balancer via electronic auction be approved. Ayes: Three. Motion carried. Moved by Welper, seconded by Cole that a travel request for City Forester to attend Trees and The Law Workshop in Des Moines, Iowa on May 16, 2008, with costs not to exceed $125.00. be approved. Ayes: Three. Motion carried. Moved by Welper, seconded by Cole that a travel request for Community Development Coordinator to attend HUD — Monitoring HOME: Ensuring Program Compliance Training in Minneapolis, Minnesota on June 16-19, 2008, with costs not to exceed $840.00, be approved. Ayes: Three. Motion carried. Moved by Welper, seconded by Cole that a travel request for Director of Human Rights to attend 6th Annual Woodbury County Disproportionality of Minority Confinement Training in Sioux City, Iowa on June 5-6, 2008, with costs not to exceed $103.50, be approved. Ayes: Three. Motion carried. Moved by Welper, seconded by Cole that a travel request for Fire Department Instructor to teach two classes at Eddyville, Iowa on May 20-22 and May 27-29, 2008, with costs not to exceed $620.00, be approved. Councilperson Welper asked why the employee is using a personal vehicle and being reimbursed for mileage. Doug Carter, Fire Chief, explained that the employee lives between Waterloo and Eddyville, and it would cost more for the employee to come to Waterloo, pick up the vehicle and then travel to Eddyville. Chief Carter noted that the travel request is reimbursable. Ayes: Three. Motion carried. Moved by Cole, seconded by Welper that the request of the Assistant Superintendent of Waste Management Services for pre-authorization to expend $3,857.00 for replacement of expansion tank be approved. Ayes: Three. Motion carried. Moved by Cole, seconded by Welper that the request of the City Engineer for pre-authorization to expend $8,495.02 for postage costs for Storm Water Management brochures be approved. Ayes: Three. Motion carried. Moved by Cole, seconded by Welper that the request of the City Engineer for pre-authorization to expend $2,600.00, plus estimated shipping costs of$50.00, for larger hard drives be approved. Ayes: Three. Motion carried. Moved by Cole, seconded by Reggie Schmitt that the request of the Chief Financial Officer for authorization to increase Line Item 3750 (Bond Sale Proceeds) in the amount of $500,000.00, Line Item 1750 (Debt Svc Costs) in the amount of $85,000.00 and Line Item 2210 (GO Bond Prin Pymt) in the amount of$415,000.00 be approved.
