Moved by Cole, seconded by Greenwood that the Minutes of March 5, 2007, as proposed, be approved. Ayes: Two. Absent: Gunderson. Motion carried. The request of the Police Chief for authorization to destroy defective ballistic vests was reviewed. Several months ago, the federal government deemed a large batch of ballistic vests, which were manufactured by Second Chance Body Armor, to be defective due to the fact that these vests contained a material known as Zylon. The Police Department had already purchased a large number of these vests before this issue came to light. Since that time the department has replaced all the defective Second Chance ballistic vests. The City of Waterloo is party to a class action lawsuit filed against Second Chance in hopes of recovering some or all of the money spent on the defective vests. The department would normally sell the used ballistic vests to a vendor, but there is not any market for these vests because they contain Zylon. The Black Hawk County Solid Waste Management Commission will accept these vests for $9.00 for 540 pounds or $33.25 per ton. The Police Department has approximately seventy-plus vests to destroy.
