Moved by Cole, seconded by .Greenwood that the Agenda, as proposed, be approved. Ayes: Three. Motion carried. Moved by Cole, seconded by Greenwood that the Minutes of August 21, 2006, as proposed, be approved. Ayes: Three. Motion carried. The recommendation of the Police Chief to accept the bid in the amount of $5,535.00 from Vohne Liche Kennels, Inc. for a police K-9 was reviewed. Vohne Liche Kennels did not specifically meet the specifications as outlined in the proposal, but the guarantee provided is considered superior in the purchase of K-9s and exceeds the industry standard. Vohne Liche Kennels has provided the last four police K-9s and the Police Department feels the guarantee and product were superior to any competitor. Funding of purchase of the K-9 is available in the Police Department's canine trust fund. It is the recommendation of the Police Chief that the bid in the amount of $5,535.00 from Vohne Liche Kennels, Inc. for one Dual Purpose, Selection Tested, Untitled K-9 be accepted. Moved by Greenwood, seconded by Cole that said recommendation be approved. Ayes: Three. Motion carried. The request of the Human Resources Department for authorization to contract with Ron Larson and Covenant Clinic-Wheaton Franciscan Healthcare to provide substance abuse training to approximately 120 CDL Drivers and approximately 60 supervisors at a cost of$10.00 per person was reviewed. The periodic training is a requirement of Department of Transportation 49 CFR 40. Ron Larson and Covenant Clinic have provided Employee Assistance Program services to the city for several years and are familiar with the city's policies and procedures. Cost for the training will be paid from the EAP budget. Moved by Greenwood, seconded by Cole that said request be approved. Ayes: Three. Motion carried. Moved by Greenwood, seconded by Cole that a travel request for a Police Lieutenant and Police Officer to attend 2006 Field Training Officer Conference in West Des Moines, Iowa on September 7-8, 2006, with costs not to exceed $561.00, be approved. Moved by Greenwood, seconded by Cole that a travel request for Chief Financial Officer to attend New World 2006 Executive Customer Conference in Chicago, Illinois on September 17- 19, 2006, with costs not to exceed $1,125.00, be approved. Moved by Greenwood, seconded by Cole that an amended travel request for two Fire Department instructors to teach Hazardous Materials Technician Course in Kingston, Jamaica on August 18-September 3, 2006, with costs not to exceed $4,240.00, be approved. Moved by Greenwood, seconded by Cole that a travel request for two Police Officers to attend Sudden and In-Custody Deaths Instructor School in Des Moines, Iowa on September 14, 2006, with costs not to exceed $225.00, be approved.
