Motion carried. Moved by Cole, seconded by Greenwood that the Minutes of March 13, 2006, as proposed, be approved. Ayes: Three. Motion carried. The request of the Fire Chief for authorization to purchase five carbon monoxide detectors at a cost of $1,475.00 was reviewed. The detectors will be placed in the Medical Jump Kits. The Jump Kits carry the medical equipment used on all EMS calls. Paramedics will be able to identify or eliminate carbon monoxide as a factor when responding to calls of a person feeling ill. The cost of all five detectors is $1,475.00. Moved by Greenwood, seconded by Cole that said request be approved. Ayes: Three. Motion carried. The request of the Police Chief for authorization to seek bids for equipment for the new police patrol cars was reviewed. The Police Department was given permission to proceed with the bid process to purchase seven black and white and one colored Ford Crown Victoria police patrol cars for FY06. When the cars are delivered, the Police Department will begin the process of equipping the cars so they are ready for service on the street. This process involves the installation of various pieces of equipment (emergency lightbars, equipment trays, partition transfer kits, etc.) and the application of the new style vinyl graphics that are currently displayed on the black and white patrol cars. Moved by Greenwood, seconded by Cole that a yard waste refund in the amount of$63.00 for 1527 Oriole Boulevard be approved. Ayes: Three. Motion carried. Moved by Greenwood, seconded by Cole that a travel request for Chief Electrical Inspector to attend Iowa Chapter of the International Association of Electrical Inspectors in Mason City, Iowa on April 12-14, 2006, with costs not to exceed $365.00, be approved. Moved by Greenwood, seconded by Cole that a travel request for Community Development Coordinator to attend FY06 Environmental Training in Des Moines, Iowa on May 9-10, 2006, with costs not to exceed $250.00, be approved. Moved by Greenwood, seconded by Cole that a travel request for 24 LEIN Region 2 officers to attend Criminal Intelligence Course in Ankeny, Iowa on April 10-21, 2006 and May 1-12, 2006, with costs not to exceed $27,210.00, be approved. Ayes: Three. Motion carried. Moved by Cole, seconded by Gunderson that the request of the Fire Chief for pre-authorization to expend $151,316.00 for cost of refurbishing Platform 311 be approved. Chief Ned DeBerg explained Platform 311 is about 20 years. The cost to purchase a demo platform would be about $728,000.00 and a new one would cost about $800,000.00. With the repairs, the department should be able to use the platform for another five years. A few years ago, the ladder on Platform 311 was replaced, and with this refurbishment the total cost of improvements will be about $261,541.00 and will provide over eight years of use. An agreement with the City of Sioux City will be on next week's council agenda to lease a Pierce Aerial Truck to use while Platform 311 is being refurbished. Pierce will make the repairs on Platform 311, with a one year guarantee on the parts. The Fire Department's mechanic will drive Platform 311 to Pierce and bring it back.
