Moved by Gunderson, seconded by Greenwood that the Agenda, as amended, be approved. Ayes: Three. Motion carried. Moved by Gunderson, seconded by Greenwood that the Minutes of February 13, 2006, as proposed, be approved. Ayes: Three. Motion carried. The request of the Police Chief for authorization to seek bids for Digital Photography Equipment was reviewed. The Police Department's Crime Laboratory personnel take thousands of photographs yearly to document crime scenes and to use for evidentiary purposes. Currently, these photos are taken using one of several 120mm film cameras. The film is then processed and whenever the photos are needed for legal proceedings or for investigation purposes, the negatives are taken to a local film processing lab and prints are made. The Police Department is looking into the possibility of moving away from film photography to digital photography. The Police Department estimates it will cost $20,000.00 to make the switchover to digital. Moved by Greenwood, seconded by Cole that said request be approved. Ayes: Three. Motion carried. Moved by Greenwood, seconded by Cole that the request of the City Planner for approval of bid from Appraisals Associates in the amount of$3,500.00 for appraisal services for permanent and temporary easements for the Prescott's Creek Storm Sewer Project be approved. Ayes: Three. Motion carried. Moved by Greenwood, seconded by Cole that the request of the Police Chief for authorization to donate 18 cell phones to the Domestic Violence Victim Cellular Phone Program be approved. Ayes: Three. Motion carried. Bids received for cell phones were reviewed. Bid specifications were sent to five companies and the city received five bids. It was the recommendation of the City Clerk that the bid from Stratus Co. for Nextel services at a cost of$40.99 per month per cell phone for 18 phones and $16.39 per month per cell phone for 35 phones for an average of$24.74 per month per cell phone be accepted. The bid includes long distance, call waiting, voice mail, call forwarding and 3-way calling. The bid includes 340 anytime minutes per phone for 53 cell phones, which would be bundled for a total of 18,000 monthly minutes. The bid also includes unlimited walkie/talkie capabilities, no activation fees and free cell phones for each user. Moved by Greenwood, seconded by Cole that a travel request for Police Sergeant and Police Investigator to attend Chemical Munitions Instructor School in Johnston, Iowa on April 25-27, 2006,with costs not to exceed $738.00, be approved. Ayes: Three. Motion carried. Moved by Greenwood, seconded by Cole that a travel request for Curator and Adult Program Coordinator to travel to Kansas City, Missouri to see art exhibits on March 3-5, 2006, with costs not to exceed $656.58, be approved. Ayes: Three. Motion carried. Moved by Greenwood, seconded by Cole that a travel request for two Police Officers and Police Investigator to attend Criminal Intelligence Course in Johnston, Iowa on May 1-12, 2006, with costs not to exceed $3,122.00, be approved. Moved by Greenwood, seconded by Cole that a travel request for Permit Writer to attend Permit Technician Exam in Des Moines, Iowa on February 25, 2006, with costs not to exceed $170.00, be approved.
