Moved by Greenwood, seconded by Cole that the Agenda, as proposed, be approved. Ayes: Three. Motion carried. Moved by Greenwood, seconded by Cole that the Minutes of December 19, 2005, as proposed, be approved. Ayes: Three. Motion carried. The Chief Financial Officer reviewed the Finance Committee manual. The request of the Superintendent of Traffic Operations for authorization to seek bids for extending Flammang Drive's eastbound left turn lane at Sarah Drive, TRAF-116-06, was reviewed. The estimated cost for the project is $12,000.00. The project is funded by an Iowa DOT safety,grant. Construction costs are 100 percent reimbursable. As part of the grant agreement, there will also be a traffic signal upgrade, which is not included in the letting. The equipment upgrade will be done in-house. Moved by Cole, seconded by Greenwood that said request be approved. Ayes: Three. Motion carried. The request of the City Engineer for authorization to purchase an additional 1,000 storm water markers at a cost of$2,599.88 was reviewed. In accordance with the city's Storm Water Permit, the city is required to place storm water markers on existing storm water inlets. The program began last year with the application of approximately 800 markers. In order to continue the program, staff needs to order additional markers. Moved by Cole, seconded by Greenwood that said request be approved. Ayes: Three. Motion carried. The request of the Fire Chief for authorization to accept bid in the amount of $935.76 per set from Bacau Dalloz Fire Gear for the purchase of firefighters bunker gear was reviewed. This is outer gear used for response on fire, rescue and EMS calls. Each set of bunker gear will cost $935.76, with the Fire Department planning to purchase six sets. Bids for the gear were submitted by Bacau Dalloz Fire Gear at a cost of$935.76 per set and Sandry Fire Supply, L.L.C. at a cost of $928.00 per set. Chief Ned DeBerg explained the Fire Department likes the gear from Bacau Dalloz Fire Gear and bigger sizes cost more if purchased from Sandry Fire Supply. The request of the Superintendent of Traffic Operations for authorization to seek bids for seven early warning sirens was reviewed. The cost to purchase the seven warning sirens is estimated at $63,000.00. This item will be forwarded to the full council to set a date of hearing and opening of bids. Moved by Cole, seconded by Greenwood that a garbage refund in the amount of$94.50 for 3475 Kimball Avenue be approved. Ayes: Three. Motion carried. Moved by Cole, seconded by Greenwood that a travel request for Fire Department Instructor to teach Confined Space Entry Classes in Marshalltown, Iowa on January 11-13, 2006, with costs not to exceed $265.00, be approved. Moved by Cole, seconded by Greenwood that a travel request for Assistant City Engineer to attend Iowa Concrete Paving Association's 42nd Annual Concrete Paving Workshop in Des Moines, Iowa on February 1-3, 2006, with costs not to exceed $323.00, be approved.
