Councilperson Greenwood called the meeting to order at 4:37 p.m.
Members present: Chairperson Greenwood, Clark, Welper.
Moved by Welper, seconded by Clark that the Agenda, as proposed, be approved. Ayes: Three.
Motion carried.
Moved by Welper, seconded by Clark that the Minutes of December 5, 2005, as proposed, be
approved. Ayes: Three. Motion carried.
Moved by Welper, seconded by Clark that the request of the Police Chief to hold LEIN Region 2
Terrorist Training at Hawkeye Community College on March 28, 2006 with costs not to exceed
$4,800.00, be approved. Ayes: Three. Motion carried.
Moved by Welper, seconded by Clark that the amended travel request for guest speaker for
Cultural & Arts Commission to travel from Minneapolis, Minnesota on November 5-6, 2005,
with costs not to exceed $140.56, be approved. Ayes: Three. Motion carried.
Moved by Welper, seconded by Clark that the amended travel request for Medical Officer to
attend IEMSA Conference in Des Moines, Iowa on November 10-12, 2005, with costs not to
exceed $515.60, be approved. Ayes: Three. Motion carried.
Moved by Welper, seconded by Clark that a travel request for Golf Maintenance III to attend
Iowa Turfgrass Conference in Des Moines, Iowa on January 30-February 1, 2006, with costs not
to exceed $140.00, be approved. Ayes: Three. Motion carried.
Moved by Welper, seconded by Clark that a travel request for Fire Engineer to attend Fire
Service Communication Class in Emmetsburg, Maryland on January 8-21, 2006, with costs not
to exceed $223.30, be approved. Ayes: Three. Motion carried.
Moved by Welper, seconded by Clark that a travel request for Police Officer to travel to Mayo
Clinic in Rochester, Minnesota on December 15, 2005, with costs not to exceed $107.00, be
approved. Ayes: Three. Motion carried.
Moved by Welper, seconded by Clark that a garbage refund in the amount of$31.50 for 1825
Franklin Street be approved. Ayes: Three. Motion carried.
Moved by Welper, seconded by Clark that a garbage refund in the amount of$378.00 for 803
Sonya Drive and $378.00 for 811 Sonya Drive be approved. Ayes: Three. Motion carried..
Moved by Welper, seconded by Clark that a garbage refund in the amount of $81.00 for 826
West 3rd Street be approved. Ayes: Three. Motion carried.
Moved by Clark, seconded by Welper that the request of the Leisure Services Director for pre-
authorization to expend $1,624.00 for 140 NBA/WNBA replica jerseys for participants of the
5`h-6`h grade Optimist Club Youth Basketball Program be approved. Ayes: Three. Motion
carried.
Moved by Clark, seconded by Welper that the request of the Leisure Services Director for pre-
authorization to expend $1,543.75 for 290 pairs of mesh shorts for participants of the youth
softball program be approved. Ayes: Three. Motion carried.
Moved by Clark, seconded by Welper that the request of the Superintendent of Waste
Management Services for pre-authorization to expend $2,184.78 for repair of failed moisture
sensors be approved. Ayes: Three. Motion carried.
