Members present: Chairperson Greenwood, Clark, Welper.
Moved by Welper, seconded by Clark that the Agenda, as amended to add a pre-authorization for
the Leisure Services Director, be approved. Ayes: Three. Motion carried.
Moved by Welper, seconded by Clark that the Minutes of September 19, 2005, as proposed, be
approved. Ayes: Three. Motion carried.
Moved by Welper, seconded by Clark that the request of the Building Official/Maintenance
Administrator for authorization to install a set of walk rails at Byrnes and Gates Pools at a cost of
$16,800.00 be tabled for one week. Ayes: Three. Motion carried.
The request of the Building Official/Maintenance Administrator for authorization to upgrade the
former Black Hawk Sprinkler Building at a cost of $8,147.00 was reviewed. The building is
being used by the Police Department, Engineering Department and Building Maintenance
Department. The following bids were reviewed:

Don Gardner Construction $ 8,147.00
Magee Construction $14,150.00
Kidder Construction $14,715.00
It was the recommendation of the Building Official/Maintenance Administrator that the bid from
Don Gardner Construction in the amount of$8,147.00 be accepted. Moved by Welper, seconded
by Clark that that said request be approved. Ayes: Three. Motion carried.
The following bids received for the Livingston Aviation office block repair project were
reviewed:

Restoration Services $12,040.00
PBR Masonry $12,800.00
Schoonover Tuckpointing $25,152.00
It was the recommendation of the Airport Director that the low bid from Restoration Services in
the amount of$12,040.00 be accepted. The project will be funded primarily through the IDOT
Vertical Infrastructure grant, which has $11,360.00 available. The remaining $680.00 will be
funded through the Airport Operations fund. Moved by Welper, seconded by Clark that said
recommendation be approved. Ayes: Three. Motion carried.
Moved by Welper, seconded by Clark that a garbage refund in the amount of $94.50 for 1301
Kimball Avenue be approved. Ayes: Three. Motion carried.
Moved by Welper, seconded by Clark that a travel request for two Rehabilitation Specialists to
attend IAHO Fall Conference Certification and Recertification Courses in Waterloo, Iowa on
October 5-7, 2005, with costs not to exceed $250.00 each, be approved. Ayes: Three. Motion
carried.
Moved by Welper, seconded by Clark that a travel request for four Police Officers to attend Field
Training Officer Certification in Appleton, Wisconsin on October 9-14, 2005, with costs not to
exceed $3,551.20, be approved. Ayes: Three. Motion carried.

Moved by Clark, seconded by Welper that the request of the Leisure Services Director for pre-
authorization to expend $30,000.00 for subsidy payment to Fairview Cemetery be approved.
Ayes: Three. Motion carried.
Moved by Clark, seconded by Welper that the request of the Building Official/Maintenance
Administrator for pre-authorization to expend $3,770.00 for replacement of controllers on
existing system at Five Sullivan Brothers Convention Center be approved. Ayes: Two. Nays:
Greenwood. Motion carried. Councilperson Greenwood asked the Building
Official/Maintenance Administrator prepare a timeline on what projects Johnson Controls is
working on, what has been placed, and what they are still working on.
Moved by Greenwood, seconded by Welper that Bills Payment, as contained in Schedule AP640,
dated September 26, 2005, pp. 1-73, in the amount of$1,769,874.28, be received, placed on file
and approved and forwarded to the full council for approval. Ayes: Three, with Councilperson
Clark abstaining on payment to CEEJ, Inc. in the amount of $633.75 for repayment of liquor
license. Motion carried.
With no further business before the committee, it was moved by Welper, seconded by
Greenwood that the meeting be adjourned at 5:01 p.m. Ayes: Three. Motion carried.
