Moved by Welper, seconded by Clark that the Agenda, as amended, be approved. Ayes: Three.
Motion carried.
Moved by Welper, seconded by Clark that the Minutes of September 12, 2005, as proposed, be
approved. Ayes: Three. Motion carried.
Moved by Welper, seconded by Clark that a garbage refund in the amount of$139.50 for 1015
Prospect Boulevard be approved. Ayes: Three. Motion carried.
The request of the Airport Director for authorization to seek bids to sell 6' chain link fence and
associated gates was reviewed. The material will be removed as part of the installation of the
new 8' chain link fence project. Moved by Welper, seconded by Clark that said request be
approved. Ayes: Three. Motion carried.
The request of the Airport Director for authorization to seek bids to repair the Livingston
Aviation Office Building was reviewed. The project will consist of replacing the deteriorated
mortar and block as well as sealing the remaining block. The project will be 100 percent funded
through an IDOT Vertical Infrastructure grant. Moved by Welper, seconded by Clark that said
request be approved. Ayes: Three. Motion carried.
Moved by Welper, seconded by Clark that a travel request for Police Investigator to attend
Analyst's Notebook Workshop in Sacramento, California on October 9-15, 2005, with costs not
to exceed $2,930.19, be approved. Ayes: Three. Motion carried.
Moved by Welper, seconded by Clark that a travel request for representative of Sandy Law Firm
to attend arbitration meeting in Waterloo, Iowa on August 18-19, 2005, with costs not to exceed
$260.68, be approved. Ayes: Three. Motion carried.
Moved by Welper, seconded by Clark that a travel request for two Police Sergeants and a Police
Officer to attend Instructor Development Class in Des Moines, Iowa on December 5-9, 2005,
with costs not to exceed $1,079.00, be approved. Ayes: Three. Motion carried.
Moved by Welper, seconded by Clark that a travel request for Fair Housing Coordinator and
Executive Director of Waterloo Human Rights to attend Equal Opportunity Law Update Seminar
in Lawrence, Kansas on October 17-20, 2005, with costs not to exceed $1,445.32, be approved.
Ayes: Three. Motion carried.
Moved by Clark, seconded by Welper that the request of the Superintendent of Streets for pre-
authorization to expend $1,847.00 for cost to repair 1998 JD 444H Loader be approved. Ayes:
Three. Motion carried.
Moved by Clark, seconded by Welper that the request of the Leisure Services Director for pre-
authorization to expend $6,000.00 for cost of Diamond mix consisting of crushed brick, sand and
soil mix be approved. Ayes: Three. Motion carried.
Moved by Clark, seconded by Welper that the request of the Leisure Services Director for pre-
authorization to expend $5,863.94 for cost of additional speakers and installation of speakers for
the concourse level of the Young Arena be approved. Ayes: Three. Motion carried.
Moved by Clark, seconded by Welper that the request of the Leisure Services Director for pre-
authorization to expend $12,680.00 to purchase trees for the Plant Some Shade Project be
approved. Ayes: Three. Motion carried.

3750 (Sale of Bonds) in the amount of $11,580.00, and Line Item 2103 (Engineering &
Consulting) in the amount of$57,900.00 be approved. Ayes: Three. Motion carried.
Moved by Greenwood, seconded by Clark that Bills Payment, as contained in Schedule AP640,
dated September 19, 2005, pp. 1-71, in the amount of$1,801,016.13, be received, placed on file
and approved and forwarded to the full council for approval. Ayes: Three. Motion carried.
With no further business before the committee, it was moved by Greenwood, seconded by
Welper that the meeting be adjourned at 4:40 p.m. Ayes: Three. Motion carried.
