Moved by Welper, seconded by Clark that the Minutes of August 8, 2005, as proposed, be approved. Ayes: Three. Motion carried. Moved by Welper, seconded by Clark that a travel request for Rehabilitation Specialist to attend XRF Training in Milwaukee, Wisconsin on August 22-23, 2005, with costs not to exceed $290.00, be approved. Ayes: Three. Motion carried. Moved by Welper, seconded by Clark that a travel request for Mayor Hurley to attend Iowa League of Cities Annual Conference & Exhibit in Des Moines, Iowa on September 14-16, 2005, with costs not to exceed $150.00, be approved. Moved by Welper, seconded by Clark that a travel request for two Police Officers to attend 5th Annual Iowa National Association of Field Training Officers Conference in Des Moines, Iowa on September 22-23, 2005, with costs not to exceed $523.40, be approved. The request of the City Planner to approve award of contract for appraisal services for the former Rath Maintenance Building and Cooper Building was reviewed. Staff has been working to eliminate empty and dilapidated buildings in the former Rath Packing Plant area to allow for further expansion and development by active companies in the area. The John Deere Community Credit Union has recently expanded their parking lot, Powers Manufacturing is working to expand, and Crystal Distribution has also been looking for future expansion. The former Rath Maintenance Building and the Cooper Building are currently empty and are located in the area where Crystal would most likely expand. Staff has been in contact with Skyview LC, owners of the buildings, and would like to have the property appraised for reason of acquisition.
