Moved by Welper, seconded by Clark that the Minutes of July 25, 2005, as proposed, be approved. Ayes: Three. Motion carried. Moved by Welper, seconded by Clark that a travel request for Draftsperson to attend 7th Biennial GIS Conference in Ames, Iowa on August 29 — September 1, 2005, with costs not to exceed $340.00, be approved. Ayes: Three. Motion carried. Moved by Welper, seconded by Clark that a travel request for Chief Building Inspector and Chief HVAC Inspector to attend Solving Moisture and Mold Problems Seminar in Des Moines, Iowa on September 20, 2005, with costs not to exceed $645.00, be approved. Ayes: Three. Motion carried. The request of the City Planner for approval of proposal from Earth Tech to perform ALTA survey at a cost of$3,800.00 as part of the Cedar Valley Restoration & Development area was reviewed. As a part of working with Cedar Valley Restoration & Development for a new housing development in the Iowa Brownfields Project Area, staff believes it would be in the best interest of all parties to have an ALTA survey completed. An ALTA survey contains more information than a normal survey. Staff requested bids for ALTA surveys from several local companies and received three bids, with Earth Tech submitting the lowest bid. Moved by Welper, seconded by Clark that said request be approved. Ayes: Three. Motion carried. Moved by Welper, seconded by Clark that a garbage refund in the amount of$130.00 for 624 W. 3rd Street and $58.50 for 628 W. 3rd Street be approved. Ayes: Three. Motion carried. Moved by Welper, seconded by Clark that a garbage refund in the amount of$126.00 for 903 West 3rd Street, $94.50 for 909 West 3rd Street and $31.50 for 915 West 3rd Street be approved. Ayes: Three. Moved by Clark, seconded by Welper that the request of the Superintendent of Traffic Operations for pre-authorization to expend $2,650.00 for an EPAC Controller for the intersection of University Avenue and Ansborough Avenue be approved. Ayes: Three. Motion carried. Moved by Clark, seconded by Welper that the request of the Superintendent of Waste Management Services for pre-authorization to expend not to exceed $3,112.80 for repair of sewer TV camera be approved. Ayes: Three. Motion carried. Moved by Clark, seconded by Welper that the request of the Leisure Services Director for pre- authorization to expend $2,850.00 for installation of play structure at the men's softball complex be approved. Ayes: Three. Motion carried. Moved by Clark, seconded by Welper that the request of the Leisure Services Director for pre- authorization to expend $1,100.00 for meals provided to participants of the City Junior Golf Tournament be approved.
