Moved by Welper, seconded by Clark that the Minutes of June 13, 2005, as proposed, be approved. Ayes: Three. Motion carried. Moved by Welper, seconded by Clark that a garbage refund in the amount of $31.50 for 900 Burton Avenue be approved. Ayes: Three. Motion carried. Moved by Welper, seconded by Clark that a garbage refund in the amount of $63.00 for 811 Hawthorne Avenue be approved. Ayes: Three. Motion carried. Moved by Welper, seconded by Clark that a travel request for Fire Department Instructors to teach 40 hour Tech Class at Marshalltown Community College on June 19-25, 2005 with costs not to exceed $960.00,be approved. Ayes: Three. Motion carried. Moved by Clark, seconded by Welper that the request of the Police Chief for pre-authorization to expend $13,590.00 to purchase three Pen-Link licenses that will be used by the three Drug Enforcement Task Forces within the LEIN Region 2 area be approved. Ayes: Three. Motion carried. Moved by Clark, seconded by Welper that the request of the Police Chief for pre-authorization to expend $2,286.89 to repair a 2004 Chevrolet Colorado pickup truck be approved. Ayes: Three. Motion carried. Moved by Clark, seconded by Welper that the request of Mayor Hurley for pre-authorization to expend $2,900.00 for the city's initial contribution to the Youth Essential Skills (YES!) program be approved. Michelle Weidner, Chief Financial Officer, explained that some of the agencies that were awarded funds under the Mayor's Youth Initiative Program for this fiscal year have not yet requested payment, providing budget that can be temporarily reallocated to this program. Mayor Hurley explained the YES! Program. Ayes: Three. Motion carried. Moved by Clark, seconded by Welper that the request of the Building Official/Maintenance Administrator for pre-authorization to expend $1,030.00 for cost of programming air handlers at the Five Sullivan Brothers Convention Center be approved. Ayes: Three. Motion carried. Moved by Clark, seconded by Welper that the request of the Building Official/Maintenance Administrator for pre-authorization to expend $2,500.00 for cost to install security fencing at Gates Pool be approved. Ayes: Three. Motion carried. Moved by Clark, seconded by Welper that the request of the Building Official/Maintenance Administrator for pre-authorization to expend $4,370.82 for emergency replacement of hot water heater at Byrnes Pool be approved. Ayes: Three. Motion carried. Moved by Clark, seconded by Welper that the request of the Superintendent of Traffic Operations for pre-authorization to expend $2,996.47 for Hitachi Plasma, 42-inch monitor be approved. Ayes: Three. Motion carried. Moved by Clark, seconded by Welper that the request of the Leisure Services Director for pre- authorization to expend $1,411.75 to purchase landscaping and labor for City Hall landscaping project be approved.
