Moved by Welper, seconded by Clark that the Agenda, as proposed, be approved. Ayes: Three. Motion carried. Moved by Welper, seconded by Clark that the Minutes of March 28, 2005, as proposed, be approved. Ayes: Three. Motion carried. The following bids received for the F.Y. 2005 Traffic Control for Repair of Railroad Crossings were reviewed: Bidder Bid Amount Service Signing, L.C. $3,300.00 It was the recommendation of the Associate Engineer that the bid from Service Signing L.C. in the amount of $3,300.00 be accepted. Moved by Welper, seconded by Clark that said recommendation be approved. Ayes: Three. Motion carried. The request of the City Clerk for authorization to seek bids for security services at city parking ramps was reviewed. The security services is for areas in and around the E. 5th Street Ramp, E. Park Avenue Ramp, West Side Parking Ramp and the Fourth Street Bridge Walkway between the hours of 8:00 p.m. and midnight, seven days per week. The services include: a person to walk the ramps and surrounding adjacent areas as well as the common traveled routes to and from said ramps, checking for suspicious person and/or activities, and checking and insuring that all storage areas, cashier booths and offices are properly secured. The contract is for two years but may be renewed for an additional year at a mutually agreed upon price. Moved by Welper seconded by Clark that said request be approved. Ayes: Three. Motion carried. The request of the City Clerk for authorization to seek bids for parking cashier services at the West 5th Street/Convention Center ramp was reviewed. The services include: personnel to attend the booth operations, operate the cash register, take in customer receipts, answer or direct pubic inquires to the proper party, report malfunctions and monitor security. Attendants are stationed at the ramp between 6:00 a.m. and 10:00 p.m. Monday through Saturday. The contract is for two years, but it may be renewed for an additional year at a mutually agreed upon price. Moved by Welper, seconded by Clark that said request be approved. Ayes: Three. Motion carried. Moved by Welper, seconded by Clark that a garbage refund in the amount of$126.00 for 244 Palmer Drive and $180.00 for 243 Miriam be approved. Ayes: Three. Motion carried. Moved by Welper, seconded by Clark that a travel request for Data Systems Manager to attend Shield Technology Spring Training in Des Moines, Iowa on May 2-4, 2005, with costs not to exceed $301.00, be approved. Ayes: Three. Motion carried. Moved by Welper, seconded by Clark that a travel request for City Engineer to attend Storm Water Utility Workshop in Ankeny, Iowa on April 14, 2005, with costs not to exceed $120.00, be approved. Ayes: Three. Motion carried. Moved by Welper, seconded by Clark that a travel request for Fire Chief and Fire Department Community Services Coordinator to attend CDC Injury and Violence in America Conference in Denver, Colorado on May 8-11, 2005, with costs not to exceed $2,885.00, be approved. Ayes: Three. Motion carried. The request of the Superintendent of Central Garage for authorization to purchase four mid- size, extended cab, pickup trucks from State of Iowa bid was reviewed. Ayes: Three. Motion carried. Moved by Greenwood, seconded by Clark that Bills Payment, as contained in Schedule AP640, dated April 4, 2005, pp. 1-93, in the amount of$2,024,313.32, be received, placed on file and approved and forwarded to the full council for approval. Ayes: Three, with Councilperson Welper voting nay on payment to Iowa Sports in the amount of$1,200.00. Motion carried.
