Chairperson Greenwood called the meeting to order at 5:08 p.m.
Members present: Chairperson Greenwood, Clark, Welper.
Moved by Welper, seconded by Clark that the Agenda, as proposed, be approved. Ayes: Three.
Motion carried.
Moved by Welper, seconded by Clark that the Minutes of March 14, 2005, as proposed, be
approved. Ayes: Three. Motion carried.
Moved by Welper, seconded by Clark that a travel request for Sewer Maintenance Worker to
attend Spring 2005 Short Course for Water & Wastewater Operators in Des Moines, Iowa on
April 26-27, 2005, with costs not to exceed$450.00,be approved. Ayes: Three. Motion carried.
Moved by Welper, seconded by Clark that a travel request for Community Development Director
to attend NCRC — Iowa NAHRO Spring Conference in Davenport, Iowa on April 17-19, 2005,
with costs not to exceed$610.00,be approved. Ayes: Three. Motion carried.
Moved by Welper, seconded by Clark that a travel request for Community Planning &
Development Director and Community Development Director to attend The National
Development Council Academy 2005 in Chicago, Illinois on May 10-12, 2005, with costs not to
exceed$2,388.00,be approved. Ayes: Three. Motion carried.
Moved by Clark, seconded by Welper that the request of the Building Official/Maintenance
Administrator for pre-authorization to expend $1,791.00 to redo the planters in front of the Five
Sullivan Brothers Convention Center be approved. Lou Cutwright, Building
Official/Maintenance Administrator, reported that the Autumn Joy Sedum plants were put in the
planters about three years ago, but the public has trampled on them. Mr. Cutwright stated he
asked Platt's Nursery to come up with a hardier plant. Ritland Architects felt the Autumn Joy
Sedum plants were hardy, and they will do soil testing. Platt's would install Coreopsis, and the
Autumn Joy Sedum would be moved to the west wall. Following comments a vote was taken on
the above motion with the following result. Ayes: Three. Motion carried.
Moved by Clark, seconded by Welper that the request of the Building Official/Maintenance
Administrator for pre-authorization to expend $2,490.00 for emergency boiler repair at the
Center for The Arts East Wing be approved. Ayes: Three. Motion carried.
Moved by Clark, seconded by Welper that the request of the Superintendent of Traffic
Operations for pre-authorization to expend$2,295.00 to purchase a battery backup system for the
signalization at the San Maman Drive and LaPorte Road intersection be approved. Ayes: Three.
Motion carried.
Moved by Clark, seconded by Welper that the request of the Superintendent of Traffic
Operations for pre-authorization to expend $21,000.00 to purchase four video detection cameras
for the intersection of San Maman Drive and LaPorte Road be approved. Ayes: Three. Motion
carried.
Moved by Greenwood, seconded by Welper that Bills Payment, as contained in Schedule AP640,
dated March 21, 2005, pp. 1-75, in the amount of$1,652,640.68, be received, placed on file and
approved and forwarded to the full council for approval. Ayes: Three. Motion carried.
With no further business before the committee, it was moved by Clark, seconded by Welper that
the meeting be adjourned at 5:17 p.m. Ayes: Three. Motion carried.
