Moved by Welper, seconded by Clark that the Agenda, as proposed, be approved. Ayes: Three. Motion carried. Moved by Welper, seconded by Clark that the Minutes of February 28, 2005, as proposed, be approved. Ayes: Three. Motion carried. The request of the Police Chief for authorization to seek bids for lightbars, equipment trays, equipment installation, partition transfer kits and vinyl graphics for six new police patrol cars was reviewed. When the new six black and white Ford Crown Victoria police patrol cars are delivered, the Police Department will begin the process of equipping the cars so they are ready for service. This process involves the installation of various pieces of equipment, including emergency lightbars, equipment trays and partition transfer kits, and the application of vinyl graphics. In addition, the Police Depaitiuent will be seeking bids for six Federal Signal Corporation brand LED low-profile lightbars for the police patrol cars. Capital Equipment Program funds will be used to purchase the equipment. Moved by Welper, seconded by Clark that said request be approved. Ayes: Three. Motion carried. Moved by Welper, seconded by Clark that the request of the Building Official/Maintenance Administrator for authorization to upgrade equipment and building at Five Sullivan Brothers Convention Center at a cost of $102,200.00 be tabled indefinitely. Ayes: Three. Motion carried. Moved by Welper, seconded by Clark that the request of the Superintendent of Central Garage for authorization to purchase a line striping system for the Traffic Operations Department be approved. Ayes: Three. Motion carried. The request from Met Transit for $50,000.00 advancement was reviewed. The Chief Financial Officer is recommending that the city advance $50,000.00 to Met now and withhold that amount from future property collections. Since the city has been required to serve as guarantor of any operating loans received by Met in the past, the cash advance is a more logical short-term financing tool than to have Met obtain an operating loan. Moved by Welper, seconded by Clark that a garbage refund in the amount of$30.00 for 2001 Teton Drive be approved. Ayes: Three. Motion carried. Moved by Welper, seconded by Clark that a travel request for two Firefighters to attend Smoke Driver Course in Jackson, Mississippi on April 23-30, 2005, with costs not to exceed $1,387.50, be approved. Ayes: Three. Motion carried. Moved by Welper, seconded by Clark that a travel request for Fire Engineer to attend NFPA 1003 Basic ARFF Certification Class in Dallas, Texas on April 9-17, 2005, with costs not to exceed $2,857.40, be approved. Moved by Welper, seconded by Clark that a travel request for a Police Lieutenant and Police Investigator to attend Iowa Association of Women Police Conference in Ames, Iowa on March 14-15, 2005, with costs not to exceed $317.70, be approved.
