Moved by Welper, seconded by Clark that the Minutes of February 14, 2005, as proposed, be approved. Ayes: Three. Motion carried. Moved by Welper, seconded by Clark that the request of the Fire Chief for authorization to accept an award of approximately $70,000.00 from the State of Iowa Homeland Security Grant Program (FY2003) for purchase of Technical Rescue Equipment be approved. Ayes: Three. Motion carried. The request of the Human Resources Manager to approve a contract with Allen Hospital Occupational Health to conduct audiometric tests, respirator physicals and TB tests was reviewed. Allen Hospital Occupational Health will conduct audiometric tests on approximately 300 employees in Fire Rescue, Street, Waste Management, Garage, Airport, Leisure Services, Traffic, Maintenance, Engineering and Police Departments and respirator physicals on approximately 25 employees in the Waste Management, Leisure Services and Police Departments. The cost is $15.00 per employee for the hearing test and $12.00-$50.00 per employee for the respirator physical. TB testing, as needed, will also be conducted on Police and Fire Rescue employees at a cost of$8.00 per test. Allen will provide work site testing, if needed, multiple testing capabilities, completion within the established timeframe, testing within shift schedules and waive the trip charges. Allen also maintains previous years' results for comparison purposes. The audiometric tests will satisfy OSHA 1910.95 requiring yearly monitoring for employees exposed to noise in excess of 85 decibels and to loud impulse noises such as sirens and fire fighting equipment. The respirator physicals will satisfy 29 CFR 1910.139 requiring resting for employees who wear a respirator. Moved by Welper, seconded by Clark that said request be approved. Ayes: Three. Moved by Welper, seconded by Clark that a travel request for Airport Director to attend Human Resource Management for Supervisors in Iowa City, Iowa from February 22 to April 12, 2005 from 6:00 to 9:30 p.m., with costs not to exceed $1,275.00, be approved. Moved by Clark, seconded by Welper that the request of the Building Official/Maintenance Administrator for pre-authorization to expend $2,500.00 for repair to the roof at Veterans Memorial Hall be approved. Ayes: Three. Motion carried. Moved by Clark, seconded by Welper that the request of the Building Official/Maintenance Administrator for pre-authorization to expend $9,561.96 for emergency repair of electrical vault at Five Sullivan Brothers Convention Center be approved. Ayes: Three. Motion carried. Moved by Clark, seconded by Welper that the request of the Police Chief for pre-authorization to expend $1,652.00, plus estimated shipping costs of $225.00, for equipment for the Police Department's Bomb Disposal Unit be approved. Ayes: Three. Motion carried. Moved by Clark, seconded by Welper that the request of the City Clerk for pre-authorization to expend $1,595.00, plus estimated shipping costs of$150.00 to purchase three kits to be used by city departments for safety walk throughs, as recommended by the Safety Committee, be approved. Moved by Clark, seconded by Welper that the request of the Superintendent of Traffic Operations for pre-authorization to expend $9,350.00 for 3 EPAC Controllers and a M52C MARC Master Controller for the closed loop system at Broadway and Airport Boulevard and the Broadway and 218 ramp be approved.
