Moved by Welper, seconded by Clark that the Minutes of January 18, 2005, as proposed, be approved. Ayes: Three. Motion carried. Moved by Welper, seconded by Clark that the request of the Fire Chief for authorization to purchase two multi-media presentation systems for the Regional Training Center at a cost of $10,667.00 be approved. Ayes: Three. Motion carried. The request of the Police Chief for authorization to dispose of six typewriters, three televisions and one overhead projector was reviewed. These items are at least 15 years old and no longer work. Replacement parts for most of these items are no longer available. The Police Department contacted a local auction business to see if they would auction them off, but they were not interested in these items. Moved by Welper, seconded by Clark that said request be approved. Ayes: Three. Motion carried. The request of the City Planner for approval of review appraisal services with Valuation Services for the Ansborough Avenue Interchange Project was reviewed. As part of the Ansborough Avenue Interchange Project, staff is required to apprise properties for acquisition for construction of the project. Staff is also required to perform review appraisals to ensure that the appraisals were appraised under the most appropriate format for the appraisals of the property. The initial appraisals have been performed. Staff had initially recommended the review appraisals be completed by Bill Ramsey. Upon discussion with the Iowa Department of Transportation and due to time constraints for completion, staff is now requesting to change the review appraiser to Valuation Services. This will result in a $3,500.00 increase. Valuation Services submitted this bid in the initial bid and has confirmed they can still honor the bid. Moved by Welper, seconded by Clark that said request be approved. Ayes: Three. Motion carried. The request of Expo High School for $1,000.00 discretionary hotel/motel tax funds was reviewed. Expo High School will be hosting the International Association for Learning's 35th annual conference in Waterloo on April 6-8, 2005. This is a regional/national gathering that will focus on programs and areas of alternative education and programming, cultural diversity, youth programs, mentoring, etc. for students who are most at risk in school. Individuals from Iowa, surrounding states and Canada will be participating in the conference. Expo High School is requesting assistance to help defray costs involved with this event. Mayor Hurley is recommending that $1,000.00 be allocated from discretionary hotel/motel funds for Expo High School to assist them with the conference. Moved by Welper, seconded by Clark that said request be approved. Ayes: Three. Motion carried. The request of the City Engineer for authorization to mail additional Storm Water Management brochures at a cost of$201.08 was reviewed. In accordance with the City's Storm Water Permit, the city is required to develop and mail two brochures to all residents and businesses by April 1, 2005. In the original request on December 6, 2004, the Finance Committee approved postage cost of $4,440.00 for 37,000 brochures. An additional 1,672 brochures need to be mailed to include the entire city. The additional cost for mailing Brochure No. 1 is $201.08. Moved by Welper, seconded by Clark that said request be approved. Ayes: Three. Motion carried.
