Moved by Welper, seconded by Clark that the Agenda, as proposed, be approved. Ayes: Three.
Motion carried.
Moved by Welper, seconded by Clark that the Minutes of December 20, 2004, as proposed, be
approved. Ayes: Three. Motion carried.
Moved by Welper, seconded by Clark that the request of the City Clerk for authorization to seek
bids for parking violation tickets be approved. Ayes: Three. Motion carried.
Moved by Welper, seconded by Clark that a garbage refund in the amount of$39.00 for 627
Kirkwood Avenue be approved. Ayes: Three. Motion carried.
Moved by Clark, seconded by Welper that the request of the Police Chief for pre-authorization to
expend $13,595.70 to purchase additional security surveillance cameras and related equipment
for City Hall and the Police Department be approved. Ayes: Three. Motion carried.
Moved by Clark, seconded by Welper that the request of the Police Chief for pre-authorization to
expend $8,227.28 to purchase Windows XP Pro computer upgrades and licenses for 68 desktop
computers be approved. Ayes: Three. Motion carried.
Moved by Clark, seconded by Welper that the request of the Leisure Services Director for pre-
authorization to expend $4,900.00 to purchase equipment parts from Great American Outdoor
for the golf course mowing equipment be approved. Ayes: Three. Motion carried.
Moved by Clark, seconded by Welper that the request of the Leisure Services Director for pre-
authorization to expend $1,800.00 to purchase equipment parts from Waterloo Implement for the
golf course mowing equipment be approved. Ayes: Three. Motion carried.
Moved by Clark, seconded by Welper that the request of the Leisure Services Director for pre-
authorization to expend $3,992.06 for printing cost for 8,000 copies of 2004-2005 Activities
Brochures be approved. Ayes: Three. Motion carried.
Moved by Clark, seconded by Welper that the request of the Leisure Services Director for pre-
authorization to expend $920.00, plus estimated shipping costs of$175.00, to purchase eight 250
foot rolls of yellow fence cap from Tomark Sports Inc. for the Tibbitts Baseball Complex be
approved. Councilperson Clark stated that the bid from Iowa Sports Supply in the amount of
$1,200.00 is only $105.00 higher, and he believes we should buy from local vendors.
Councilperson Clark stated that the policy says if all things are equal, the council can accept the
bid from the local vendor. Moved by Clark, seconded by Greenwood that the second lowest bid
from Iowa Sports Supply in the amount of$1,200.00 be accepted. Ayes: Two. Nays: Welper.
Motion carried.
Moved by Clark, seconded by Welper that the request of the Airport Director for pre-
authorization to expend $2,852.64 for installation of six 56" ceiling fans for the McCandless
hangar, including speed control switch, be approved. Ayes: Three. Motion carried.
Moved by Clark, seconded by Welper that the request of the Building Official for pre-
authorization to expend$4,071.77 for labor costs and extra lamps for the security lighting project
at City Hall be approved. Ayes: Three. Motion carried.
Moved by Clark, seconded by Welper that the request of the Building Official for pre-
authorization to expend $1,110.00 for blower assembly for Thremo Solution boiler at Fire
Station No. 1 be approved. Ayes: Three. Motion carried.
