Moved by Welper, seconded by Clark that the Minutes of December 13, 2004, as proposed, be
approved. Ayes: Three. Motion carried.
The request of the Fire Chief for authorization to repair Engine 306 for 1986 Pierce Pumper at an
estimated cost of $10,000.00 was reviewed. The water tank is rusted though and has to be
replaced along with the appropriate piping. The gas tank also will need to be replaced along with
the needed gas lines and valves. The estimated cost of the repairs is $10,000.00. Moved by
Welper, seconded by Clark that said request be approved. Ayes: Three. Motion carried.
The request of the Police Chief to approve the bid received from DB Acoustics, Inc. to replace
the public address system at the Waterloo Police Department Training Center firing range was
reviewed. At the December 6, 2004 Finance Committee meeting, Custom Communications Inc.
of Waterloo, Iowa was awarded the bid in the amount of$5,672.00. On December 13, 2004, the
Police Department was informed that Custom Communications closed their Waterloo office on
November 30, 2004 and consolidated this office with the main office in Rochester, Minnesota.
Since Custom Communications is no longer located in Waterloo, the Police Department is
requesting that DB Acoustic Inc. of Marion, Ibwa with a bid of $5,530.00 be awarded the
project. Moved by Welper, seconded by Clark that said request be approved. Ayes: Three.
Motion carried.
The request of the Building Official/Maintenance Administrator for authorization to dispose of
miscellaneous equipment at the Five Sullivan Brothers Convention Center was reviewed. All
equipment to be disposed of has failed, and the cost of repair exceeds the purchase price. In their
failed condition, this equipment has no resale value. The list includes the following: an old air
conditioning system, old sound system, broken tables, old chairs beyond repair, old stage parts,
eight hot boxes, two old beer coolers and an old floor machine. This equipment is not being used
because of failure, and some items have already been replaced. Moved by Welper, seconded by
Clark that said request be approved. Ayes: Three. Motion carried.
The request of the Fire Chief for authorization to purchase equipment for the Technical Rescue
Team at a cost of$5,396.70 was reviewed. The Fire Department has received donations in the
amount of$4,500.00 for the purchase of the equipment. The remaining cost of$896.70 will paid
using GO Bond funds. The equipment will be stored at Fire Headquarters, and the team will
respond from Fire Headquarters. Moved by Welper, seconded by Clark that said request be
approved. Ayes: Three. Motion carried.
Moved by Welper, seconded by Clark that a travel request for Fire Department Instructor to
teach Incident Command Class in Ackley, Iowa on January 8, 2005, with costs not to exceed
$220.00, be approved. Ayes: Three. Motion carried.
Moved by Welper, seconded by Clark that a travel request for Fire Department Instructor to
teach Incident Command Class in Radcliffe, Iowa on December 8, 2004, with costs not to exceed
$215.00, be approved. Ayes: Three. Motion carried.
Moved by Welper, seconded by Clark that a travel request for Chief Plumbing Inspector to
attend Mechanical & Fuel Gas Provisions of the International Residential Code Seminar in
Dubuque, Iowa on February 17, 2005, with costs not to exceed $110.00, be approved. Ayes:
Three. Motion carried.
