Moved by Welper, seconded by Clark that the Agenda, as proposed,be approved. Ayes: Three. Motion carried. Moved by Welper, seconded by Clark that the Minutes of November 22, 2004, as proposed, be approved. Ayes: Three. Motion carried. Moved by Welper, seconded by Clark that the request of the Fire Chief for authorization to seek bids for two mobile presentation systems for the Hazardous Materials Training Center at an estimated cost of$13,000.00 be approved. Ayes: Three. Motion carried. Moved by Welper, seconded by Clark that the request of the City Engineer for approval of additional cost of$513.84 for storm water management storm drain markers be approved. Ayes: Three. Motion carried. The request of the City Engineer for authorization to mail Storm Water Management Brochure No. 1 at a cost of$7,350.00 was reviewed. In accordance with the city's storm water permit, the city is required to develop and mail two brochures to all residents and businesses by April 1, 2005, and then two brochures each year until the expiration of said permit for a total of ten brochures. In addition to mailing the brochures, the brochures will be made available at the Engineering Department, City Hall, Public Library, city offices and other public locations. The cost of the brochure is as follows: Printing&Artwork of 40,000 pieces $2,610.00 Postage for 37,000 @ 12 cents per piece $4,440.00 U.S. Postal Service Bulk Main Fee $ 300.00 Funds are available through the Storm Water Management Fund,which are G.O. Bonds. Councilperson Clark asked if the city would be reimbursed for the cost of the brochures. Eric Thorson, City Engineer, responded that the city would not be reimbursed. The city is required by our permit to provide pubic education of the storm water management program. Mr. Thorson reported the brochure will be provided to neighborhood associations and information will be put on the city's website and a video will be shown on the government access channel. Councilperson Gunderson stated he feels this is a waste of the city's money, and asked if we would meet the education requirement by advertising in the newspaper and on the government access channel. Mr. Thorson stated that the permit is for five years, but if we can come up with some better ideas maybe the city could modify its permit. Moved by Welper, seconded by Clark that a garbage refund in the amount of$90.00 for 1723 Hawthorne Avenue be approved. Ayes: Three. Motion carried. Moved by Welper, seconded by Clark that a garbage refund in the amount of$90.00 for 916 Lorraine Avenue be approved. Ayes: Three. Motion carried. Moved by Welper, seconded by Clark that a travel request for Golf Manager and three Golf Maintenance III to attend Annual Iowa Turf Conference in Des Moines, Iowa on January 31 — February 2, 2005, with costs not to exceed$435.00,be approved. Ayes: Three. Motion carried. Moved by Welper, seconded by Clark that a travel request for columnist from Des Moines Register to be featured speaker at the Human Rights Annual Awards Luncheon in Waterloo, Iowa on December 10, 2004, with costs not to exceed $150.00, be approved. Moved by Clark, seconded by Welper that the request of the Police Chief for authorization to increase Line Item 3720 (Donations) and Line Item 1579 (Wearing Apparel) in the amount of $2,000.00 be approved. Ayes: Three. Motion carried. Moved by Greenwood, seconded by Clark that Bills Payment, as contained in Schedule AP640, dated December 6, 2004, pp. 1-82, in the amount of$1,510,497.82, be received, placed on file and approved and forwarded to the full council for approval.
