Moved by Welper, seconded by Clark that the Minutes of October 18, 2004, as proposed, be approved. Ayes: Two. Absent: Greenwood. Motion carried. Moved by Welper, seconded by Clark that the request of the Fire Chief for authorization to accept proposal from MES for a Delta hose tester at a cost of $2,969.00 be approved. Ayes: Two. Absent: Greenwood. Motion carried. The request of the Superintendent of Central Garage for authorization to hold city equipment auction before end of the calendar year was reviewed. A normal variety of equipment is ready for disposal. The Police Department uses Arends Diversified Auctions for their bicycle auctions, and the Superintendent of Central Garage is requesting permission to use them for the city equipment auction. It is the intent to hold the auction before the end of the calendar year. Moved by Welper, seconded by Clark that said request be approved. Ayes: Two. Absent: Greenwood. Councilperson Greenwood now present at 4:13 p.m. Moved by Welper, seconded by Clark that a travel request for Plan Review Specialist to attend 2003 International Building Code Accessibility and Usability Seminar in Cedar Rapids, Iowa on December 9, 2004, with costs not to exceed $115.00, be approved. Ayes: Three. Motion carried. Moved by Welper, seconded by Clark that a travel request for Chief Building Inspector and Chief HVAC Inspector to attend 2003 International Building Code Accessibility and Usability Seminar in Cedar Rapids, Iowa on December 9, 2004, with costs not to exceed $225.00, be approved. Ayes: Three. Motion carried. Moved by Welper, seconded by Clark that a travel request for Assistant City Attorney to attend Iowa Municipal Attorneys Association Annual Seminar in West Des Moines, Iowa on November 19, 2004, with costs not to exceed $140.00, be approved. Councilperson Clark stated his intent to vote no on this request due to the amount requested for mileage reimbursement. Councilperson Clark stated he would approve reimbursement for the cost of gas only. Ayes: Two. Nays: Clark. Motion carried. Moved by Welper, seconded by Clark that a travel request for Visiting Artist to travel to Waterloo, Iowa on October 13 — 17, 2004,with costs not to exceed $455.00,be approved. Ayes: Three. Moved by Clark, seconded by Welper that the request of the Superintendent of Central Garage for pre-authorization to expend $362.88 for extra work performed by Jordan Electric in conjunction with pump replacement at fueling station located at 1314 Black Hawk Street be approved. Moved by Clark, seconded by Welper that the request of the Human Rights Director for pre- authorization to expend $1,000.00 for bulk mailing account at the Waterloo Post Office for Fair Housing Conference/Race Conference scheduled in January and April 2005 be approved. Moved by Clark, seconded by Welper that the request of the Human Rights Director for pre- authorization to expend $1,000.00 for bulk mailing account at the Waterloo Post Office for several bulk mailings between October and December 2004 be approved.
