The request of the City Planner for authorization to seek bids for removal of underground storage
tanks at the former gasoline station owned by Dell Oil Ltd acquired as part of 1 r Street Bridge
Project was reviewed. As part of the 18th Street Bridge Project, the city acquired the former gas
station owned by Dell Oil Ltd. There are underground storage tanks that need to be removed per
Department of Natural Resources regulations. The Community Planning & Development
Director reported that the Iowa Department of Transportation has suggested that the city use a
change order with PCI instead of seeking bids. The removal of the underground storage tanks is
grant eligible under the 18th Street Bridge Project. Moved by Welper, seconded by Clark that
said request be approved. Ayes: Three. Motion carried.
The request of the Associate Engineer for authorization to purchase 1,000 storm drain markers
from ACP International at a cost of $2,000.00 was reviewed. The city is required under the
terms of our National Pollutant Discharge Elimination System (NPDES) permit to implement a
storm drain labeling program. This program is designed to notify residents that it is illegal to
dispose of prohibited materials in the city's storm drain system. The city has already initiated
this program by installing intakes in new construction imprinted with the language cast into
them, but we are required to retrofit existing intakes with markers also. The Engineering
Department has chosen to begin by installing 1,000 markers in the first application program.
The following two proposals were received for the markers:

It is the recommendation of the City Engineer's office that the city purchase 1,000 storm drain
markers from ACP International at a cost of$2,000.00. The cost for the markers will be paid
from the GO Bond Storm Water Quality Management Fund. Moved by Welper, seconded by
Clark that said request be approved. Ayes: Three. Motion carried.
The request of the Building Official/Maintenance Administrator for authorization to replace the
ceiling and paint the walls, doors, etc. in the basement lobby of City Hall at a cost of$6,493.00
was reviewed. It has been 30 years since the basement lobby of City Hall has been remodeled or
painted. The moving of the public restrooms to the lower level means more traffic is going to be
diverted to the area. The total cost for remodeling the lobby will be $6,493.00. Verbraken's
Painting & Wallcovering was the low bidder for the painting portion of the project with a bid of
$2,648.00. Dyball Acoustical Inc. submitted a bid of$3,845.00 to replace the acoustical ceiling
and grid. The painting includes the walls, doors and frames, elevator doors and the penthouse in
the jail. Moved by Welper, seconded by Clark that said request be approved. Ayes: Two.

The request of the City Clerk for approval of the Calendar Year 2005 Garbage Exemptions
Forms was reviewed. The exemptions forms are used by low-income residents, single family
households over 65 years of age and residents using a private hauler. The low-income
exemptions use federal poverty guidelines, and the annual income guidelines have been adjusted
to reflect the new federal levels for 2005. Garbage exemptions for the elderly are for single
family households over age 65. Those person with incomes less than $12,500 per year pay$2.00
per month and those persons with incomes between $12,501 and $15,000 per year pay $5.00 per
