Moved by Welper, seconded by Clark that the Agenda, as proposed, be approved. Ayes: Three. Motion carried. Moved by Welper, seconded by Clark that the Minutes of September 20, 2004, as proposed, be approved. Ayes: Three. Motion carried. The following bid received for 5-part Iowa Uniform Citation and Complaint Form was reviewed: Bidder Bid Amount Professional Office Services Inc. $1,807.60 It was the recommendation of the Police Chief that the bid from Professional Offices Services Inc. in the amount of$1,807.60 be accepted. Moved by Welper, seconded by Clark that said recommendation be approved. Ayes: Three. Motion carried. The request of the Fire Chief for authorization to seek bids for one pickup was reviewed. Funding for the lease of the pickup has been allocated through the Center of Disease Control grant. The pickup is used by the Community Services Program offered by Waterloo Fire Rescue. The Fire PALS Smoke House is used to educate children and adults about fire and injury prevention, used as a teaching tool at Waterloo schools, and at many community events throughout the city. The pickup will be used to pull the smoke trailer to the many events and will be used in many other areas of the program. Moved by Welper, seconded by Clark that said request be approved. The request of the Police Chief for authorization to purchase five electric motors, a master control panel and new generation PA system for the Police Depaitnient Training Center at an approximate cost of $9,000.00 was reviewed. The Police Department Training Center at 348 North Elk Run Road is equipped with a 10-lane turning target firing range. The ten turning targets are operated by five electric motors. The motors and targets are controlled from a master control panel located in the firing range control tower. The firing range is also equipped with an electronic public address system. The electric motors and the master control panel are at least 20 years old, and the PA system is at least 25 years old. Due to the age, extensive use of the equipment and continual need of repair, the Police Chief is requesting authorization to purchase five electric motors, a master control panel and new generation PA system. The Police Department has $10,000.00 budgeted in the FY05 Capital Improvements Program for the purchase of the equipment. The Police Department will seek bids for the equipment. Moved by Welper, seconded by Clark that a garbage refund in the amount of $126.00 for 52 Lafayette Street be approved. Ayes: Three. Motion carried. Moved by Welper, seconded by Clark that a travel request for Paramedic to attend ACLS and PALS Classes in Iowa City, Iowa on October 28-29, 2004, with costs not to exceed $225.00, be approved. Ayes: Three. Motion carried. Moved by Welper, seconded by Clark that a travel request for three Leisure Services Maintenance personnel to attend Playground Safety Inspector Certification Course in Council Bluffs, Iowa on October 18-20, 2004, with costs not to exceed $1,468.00, be approved. Discussion was heard on whether it was necessary to send three employees. The supervisor is responsible for all playground structures and two employees perform routine maintenance. Ayes: Three.
