Moved by Welper, seconded by Clark that the Agenda, as proposed, be approved. Ayes: Three.
Motion carried.
Moved by Welper, seconded by Clark that the Minutes of August 9, 2004, as proposed, be
approved. Ayes: Three. Motion carried.
The request of the Fire Chief for authorization to seek bids for remodeling work in the basement
and upstairs hallway at the Regional Training Center at an estimated cost of $50,000.00 was
reviewed. The project is part of Waterloo Fire Rescue's 2005 Capital Improvement Program and
includes the following:
1. Installation of new drop ceiling in basement center hallway, kitchen and
bathroom.
2. Remodel kitchen, including cupboards, countertop and flooring.
3. Installation of a second bathroom.
4. Update electrical service in the basement classroom.
5. Purchase two multimedia projectors/computers for two classrooms.
6. Repair water leak problem.
7. Replace tables and chairs in the lower level classroom.
8. Replace carpet with tile in the upstairs hallway.
9. Installation of white board status boards in the lower level classroom.
Moved by Welper, seconded by Clark that said request be approved. Ayes: Three. Motion
carried.
Moved by Welper, seconded by Clark that a garbage refund in the amount of $45.00 for 621
Linden Avenue be approved. Ayes: Three. Motion carried.
Moved by Welper, seconded by Clark that a travel request for two Police Officers to attend Basic
Swat School in Cedar Rapids, Iowa on August 23-27, 2004, with costs not to exceed $547.00, be
approved. Ayes: Three. Motion carried.
Moved by Welper, seconded by Clark that a travel request for Police Lieutenant and Police
Officer to attend Firearms Recertification Course in Des Moines, Iowa on September 8-9, 2004,
with costs not to exceed $449.00, be approved. Ayes: Three. Motion carried.
Moved by Welper, seconded by Clark that a travel request for Police Officer to attend 13-week
Basic Level 1 Officer Certification Course in Des Moines, Iowa on September 6-December 10,
2004, with costs not to exceed $3,798.00, be approved. Ayes: Three. Motion carried.
Moved by Welper, seconded by Clark that a travel request for Building Official/Maintenance
Administrator to attend 2004 Downtown Summit in Muscatine, Iowa on August 24-25, 2004,
with costs not to exceed$210.00, be approved. Ayes: Three. Motion carried.
Moved by Welper, seconded by Clark that a travel request for Councilperson Cole to attend Iowa
League of Cities 106th Annual Conference & Exhibit in Sioux City, Iowa on September 22-24,
2004, with costs not to exceed $150.00, be approved. Ayes: Three. Motion carried.

Moved by Clark, seconded by Welper that the request of the Superintendent of Traffic
Operations for pre-authorization to expend $2,200.00 to install three loop detectors be approved.
Ayes: Three. Motion carried.
Moved by Clark, seconded by Welper that the request of the Superintendent of Traffic
Operations for pre-authorization to expend not to exceed $1,600.00 for office furniture, file
cabinets, chairs, door knobs and desk be approved. Ayes: Three. Motion carried.
Moved by Clark, seconded by Welper that the request of the Leisure Services Director for
authorization to increase Line Item 3720 (Donation Restricted) in the amount of $500.00 and
Line Item 1558 (Skate Equip) in the amount of$1,525.00, be approved. Ayes: Three. Motion
carried.
Moved by Clark, seconded by Welper that the request of the City Engineer for authorization to
increase Line Item 3350 (Federal Grant) in the amount of$203,245.00, Line Item 3358 (Shared
Program-City) in the amount of $17,400.00, Line Item 3360 (Shared Program-State) in the
amount of$157,000.00, Line Item 3750 (Sale of Bonds) in the amount of$72,555.00, and Line
Item 2156 (Bikeway Construction) in the amount of$450,000.00, be approved. Ayes: Three.
Motion carried.
Moved by Greenwood, seconded by Clark that Bills Payment, as contained in Schedule AP640,
dated August 16, 2004, pp. 1-78, in the amount of$616,922.67, be received, placed on file and
approved and forwarded to the full council for approval. Ayes: Three. Motion carried.
With no further business before the committee, it was moved by Greenwood, seconded by
Welper that the meeting be adjourned at 5:10 p.m. Ayes: Three. Motion carried.
