Moved by Welper, seconded by Clark that the Minutes of July 26, 2004, as proposed, be
approved. Ayes: Three. Motion carried.
The request of the Community Development Director for approval of contract with Interfaith
Housing Ltd. to provide lead based paint training at a cost of$350.00 per person for contractors
working on rehabilitation projects was reviewed. In order to meet the Lead Grant obligations,
Community Development needs to train and have state certified contractors to work on the
rehabilitation projects. Community Development received three bids, two written and one by
phone to provide these services for up to 20 participants. The prices range from a high of$495
per person from the City of Dubuque to a low of$350 per person from Interfaith Housing, with
MEDA of Des Moines bidding $425 per person. The training being provided is for the 24-hour
Worker Certification. This will allow Community Development to increase the number of
contractors certified to bid on projects and have a better opportunity to meet the quarterly
benchmarks. The total contract would not exceed $7,000 for up to 20 persons. The apparent low
bidder is Interfaith Housing Ltd. of Davenport, Iowa. The anticipated date for training is August
24-26, 2004. The contract will be paid for out of the Lead grant. Moved by Welper, seconded
by Clark that said request be approved. Ayes: Three. Motion carried.
The request of the Fire Chief for authorization to lease a new copy machine for the Regional
Training Center was reviewed. Three bids were requested from area companies, with the
following two companies submitting bids:

It was the recommendation of the Fire Chief that the bid from IKON Office Solution in the
amount of$230.00 per month be accepted. The service contract with IKON includes everything
but paper and is based on the number of copies run each month at a per copy fee. Using the
Regional Training Center's average for copy charges, this would be approximately $100.00 per
month, for a total of $330.00 per month. Moved by Welper, seconded by Clark that said
recommendation be approved. Ayes: Three. Motion carried.
Moved by Welper, seconded by Clark that the amended travel request for an additional $11.40
for Contracts and Grants Coordinator to attend American Contract Compliance Association 2004
National Training Institute and certification process in Los Angeles, California on October 4-10,
2004, with costs not to exceed $2,101.40, be approved. Ayes: Three. Motion carried.
Moved by Welper, seconded by Clark that a travel request for Neighborhood Services
Secretary/Receptionist to attend Skillpath Seminar Conference For Women in Des Moines, Iowa
on September 27, 2004, with costs not to exceed $159.00, be approved. Ayes: Three. Motion
carried.
