Moved by Welper, seconded by Clark that the Agenda, as proposed, be approved. Ayes: Two. Absent: Greenwood. Motion carried. Moved by Welper, seconded by Clark that the Minutes of July 19, 2004, as proposed, be approved. Ayes: Two. Absent: Greenwood. Motion carried. The request of the City Planner for approval of bid in the amount of$5,600.00 from Appraisal Associates for appraisal services of disposal parcels acquired as part of the Martin Luther King Jr. Drive project was reviewed. As part of Martin Luther King Jr. Parkway, acquisition of some properties was necessary. This request is to appraise the areas surveyed and designated as disposal parcels., which are remnants of area previously acquired and not used for roadway or right-of-way purposes. The appraisal will allow the city to dispose of the properties in compliance with State Code. The city will first offer the land back to the original property owners at appraisal prices, for which they can utilize a right of first refusal. If they fail to offer the appraised price, the city can sell the land through the normal public hearing process. The State would be reimbursed for sale of land as required by the State Code. Staff sent out a request for appraisal bids to four companies and received one back. Appraisal Associates submitted a bid in the amount of$5,600.00. It was the recommendation of the City Planner that the bid by Appraisal Associates in the amount of $5,600.00 for appraisal of the disposal parcels be approved. Moved by Welper, seconded by Clark that the bid by Appraisal Associates in the amount of$5,600.00 for appraisal of the disposal parcels acquired as part of the Martin Luther King Jr. Drive project be approved. The following bids received for pump replacements at the fueling station at 1314 Black Hawk Street were reviewed: Bidder Bid Amount Dick's Petroleum Company $30,700.76 P.E.S., Inc. $32,799.00 Seneca No Bid It was the recommendation of the Superintendent of Central Garage that the low bid from Dick's Petroleum Company in the amount of$30,700.76 be accepted. Moved by Welper, seconded by Clark that said recommendation be approved. Ayes: Two. Absent: Greenwood. Motion carried. Moved by Welper, seconded by Clark that the travel request for City Engineer to attend American Public Works Association Iowa Chapter 2004 Fall Conference in Knoxville, Iowa on August 25-27, 2004, with costs not to exceed $296.00, be approved. Ayes: Two. Absent: Greenwood. Motion carried. Moved by Welper, seconded by Clark that the travel request for Fair Housing Coordinator to attend National Fair Housing Training Academy in Washington, DC on August 8-13, 2004, with costs not to exceed $1,813.00, be approved. Ayes: Two. Absent: Greenwood. Motion carried. Moved by Clark, seconded by Welper that the request of the Fire Chief for pre-authorization to expend $2,086.47 to replace a cracked housing on Ambulance 334 be approved. Ayes: Two.
