Moved by Welper, seconded by Clark that the Agenda, as amended, be approved. Ayes: Three. Motion carried. Moved by Welper, seconded by Clark that the Minutes of June 21, 2004, as proposed, be approved. Ayes: Three. Motion carried. The request of the Chief Financial Officer to approve one-year extension of the audit contract with Hogan-Hansen, A Professional Corporation, for the fiscal year ending June 30, 2004 was reviewed. Due to the conversion to GASB #34 and the continuing work that needs to be completed for infrastructure assets, the Chief Financial Officer believes the most efficient and effective way to complete the audit is to continue the current process. Hogan-Hansen has agreed to complete the audit for nearly the same amount they bid for the FYE03 audit. Their bid for the FYE03 fiscal year was the lowest of the bids received and only one bid was received from a local office. The city has worked successfully with Hogan—Hansen for a number of years. Moved by Welper, seconded by Clark that said request be approved. Ayes: Three. Motion carried. Moved by Welper, seconded by Clark that a travel request for two Waste Water Operators to attend Annual Wastewater Conference in LeClaire, Iowa on August 16-17, 2004, with costs not to exceed $425.00,be approved. Ayes: Three. Motion carried. Moved by Welper, seconded by Clark that a travel request for Executive Director of Human Rights Commission to attend Iowa Civil Rights Agencies Directors meeting in Des Moines, Iowa on July 22-23, 2004, with costs not to exceed $199.40, be approved. Prior to a vote on the above motion, the following comments were heard. Councilperson Clark stated he would vote no as he objects to the amount submitted for mileage. Walter Reed, Executive Director, responded that he will be attending the meetings on July 22 and 23, 2004, and commission members and staff will attend on July 23, 2004. Staff and commission members will use a city vehicle, and Mr. Reed will use his personal vehicle. Following comments a vote was taken on the above motion, with the following result. Ayes: Two. Nays: Clark. Motion carried. Moved by Welper, seconded by Clark that a travel request for Mayor to attend Customer- Centered Government and Budgeting for Results Conference in Chicago, Illinois on July 13-15, 2004, with costs not to exceed $930.00, be approved. Ayes: Three. Motion carried. Moved by Welper, seconded by Clark that a travel request for Curator to travel to Chicago, Illinois for meetings with artists and pick up art works on July 11-12, 2004, with costs not to exceed$218.00, be approved. Ayes: Three. Motion carried. Moved by Clark, seconded by Welper that the request of the Airport Director for pre- authorization to expend $6,900.00 for repair of electrical transformer damaged by a contractor be approved. Ayes: Three. Motion carried. Moved by Clark, seconded by Welper that the request of the Airport Director for pre- authorization to expend $3,031.29 for cost of parts and labor to replace the water pump bearing on airport fire truck#356 be approved. Ayes: Three. Motion carried. Moved by Clark, seconded by Welper that the request of the Airport Director for pre- authorization to expend $5,212.14 for installation of sump pump and repairs to plumbing and septic system to Airport house, including fixtures, dishwasher, new bathroom, etc. be approved. Ayes: Three.
