Moved by Welper, seconded by Clark that the Minutes of May 24, 2004, as proposed, be
approved. Ayes: Three. Motion carried.
The following bids received for police patrol car security partitions, transport seats and shot gun
racks for two police cars were reviewed:

It was the recommendation of the Police Chief that the low bid from Electronic Engineering in
the amount of $2,014.52 be accepted. Moved by Welper, seconded by Clark that said
recommendation be approved. Ayes: Three. Motion carried.
The following bids received to remodel the Police Department's Watch Commander office was
reviewed:

It was the recommendation of the Police Chief that Bid #4 from Matt Parrott & Sons in the
amount of $4,278.30 be accepted. Moved by Welper, seconded by Clark that said
recommendation be approved. Ayes: Three. Motion carried.
The request of the Associate Engineer for authorization to accept low bid from Van Winkle-
Jacob Engineering in the amount of$1,500.00 to provide the necessary easements and plats for
existing and proposed storm sewers south of Downing Avenue between Scott Street and Katoski
Drive was reviewed. The city currently has a storm sewer running from Downing Avenue, south
across private property to Huntington Road. This storm sewer is just to the west of Scott
Avenue. The storm sewer was constructed in 1973, with no apparent easement for it. There is a
second storm sewer line that extends from the dead-end of S. Hackett Road on the south side of
Downing Avenue. This storm sewer dead-ends in the middle of a farm field. The Waste
Management Department intends to extend this storm sewer line over to the ditch along Katoski
Drive later this fall. Both of these storm sewer lines are on private property with no easements
for the city to be able to maintain them. The property owner is willing to give the city, at no
cost, the necessary easements for the existing and proposed storm sewer. Proposals were sent to
three engineering firms to provide the necessary easements and plats and file them with the
county. The three firms were Van Winkle-Jacob Engineering, Schenk Engineering Company
and Claassen Engineering & Surveying. Bids were received from Van Winkle-Jacob
Engineering for $1,500.00 and from Schenk Engineering Company for $4,240.00. It was the

Moved by Clark, seconded by Welper that the request of the Fire Chief for pre-authorization to
expend$1,404.00 to purchase smoke detectors be approved. Ayes: Three. Motion carried.
Moved by Clark, seconded by Welper that the request of the Fire Chief for pre-authorization to
expend $4,477.61 to purchase five sets of bunker gear be approved. Ayes: Three. Motion
carried.
Moved by Clark, seconded by Welper that the request of the Superintendent of Central Garage
for pre-authorization to expend $2,260.80 to purchase rebuilt engine for a Ford Crown Victoria
squad car be approved. Ayes: Three. Motion carried.
Moved by Greenwood, seconded by Welper that Bills Payment, as contained in Schedule AP640,
dated June 7, 2004, pp. 1-74, in the amount of $1,669,922.00 be received, placed on file and
approved and forwarded to the full council for approval. Ayes: Three. Motion carried.
With no further business before the committee, it was moved by Welper, seconded by Clark that
the meeting be adjourned at 4:21 p.m. Ayes: Three. Motion carried.
