Moved by Welper, seconded by Clark that the Minutes of March 1, 2004, as proposed, be approved. Ayes: Three. Motion carried. Moved by Welper, seconded by Clark that a garbage refund in the amount of$126.00 for 231 Miriam Drive be approved. Ayes: Three. Motion carried. Moved by Welper, seconded by Clark that a travel request for Police Sergeant to attend Train-The-Trainer Course in Emmetsburg, Maryland on April 18-22, 2004, with costs not to exceed $200.00, be approved. Ayes: Three. Motion carried. Moved by Welper, seconded by Clark that a travel request for Community Development Director, Manager of Rehabilitation Services and two Rehabilitation Specialists to attend Housing Rehabilitation Construction Management Workshop in Mason City, Iowa on April 12- 16, 2004, with costs not to exceed $2,896.00, be approved. Ayes: Three. Motion carried. Moved by Welper, seconded by Clark that a travel request for Plumbing Maintenance, Electrical Maintenance and HVAC Maintenance staff to attend Low Pressure Boiler Maintenance Certification Class in Cedar Falls, Iowa on March 8, 11, 15, 18, 22, 25, 29 and April 1, 5 and 8, 2004,with costs not to exceed $1,230.00,be approved. Ayes: Three. Motion carried. The request of the Superintendent of Traffic Operations for authorization to seek bids to replace early warning sirens and relocate two sirens at an estimated cost of$80,000.00 was reviewed. The project includes: replace and relocate the siren from 501 Sycamore Street to a location northeast possible to fire headquarters, replace the 615 Nevada Street siren and relocate south of the current location, and replace sirens at 302 Belmont, 151 West Orange Road, 555 Shirley Street, West Fourth and Westchester Streets, 1047 Virginia Street, 5713 Dysart Road, and 504 Ogden. GO bond funds have been allocated for these purchases. The total cost for the nine sirens is estimated at $80,000.00. Each city in Black Hawk County is responsible for maintenance and replacement of their sirens. Moved by Welper, seconded by Clark that said request be approved. Ayes: Three. Motion carried. The request of the Superintendent of Traffic Operations for authorization to seek bids to replace 3M incandescent traffic signal lamps with red, green and green arrow LEDs at an estimated cost of $38,000.00 was reviewed. MidAmerican Energy is again offering a rebate for replacing incandescent bulbs with LEDs. The city has been pre-approved for the energy efficient rebate totaling $8,410.00. The total cost of the LEDs is estimated at $38,000.00. Traffic Operations will be replacing two hundred and fifteen 150-watt incandescent lamps with low wattage LEDs. After installation of the LEDs, an annual savings of more than $10,000.00 in energy cost is expected. GO Bond funds will be used for this purchase.
