Moved by Welper, seconded by Clark that the Minutes of February 16, 2004, as proposed, be
approved. Ayes: Three. Motion carried.
The request of the Police Chief for authorization to seek bids for standard 4-part Iowa Police
Citation and Complaint form was reviewed. Part of the duties and responsibilities of the Police
Department is enforcement of criminal offense violations pursuant to Iowa State Code and City
of Waterloo Ordinances. To enable officers to perform this task, they are provided with citation
forms that are used to cite offenders. Moved by Welper, seconded by Clark that said request be
approved. Ayes: Three. Motion carried.
Moved by Welper, seconded by Clark that the request of the Superintendent of Central Garage
for authorization to purchase two Ford Taurus at a cost of$12,261.30 each for use by the Police
Department, one Chevrolet Silverado at a cost of $12,293.00 and one Ford F250 at a cost of
$19,104.00 for use by the Engineering Department and to purchase light kits at a cost of
$4,603.00 be approved. Ayes: Three. Motion carried.
Moved by Welper, seconded by Clark that a travel request for Business and Marketing Staff
Person to attend Membership Marketing Workshop in Des Moines, Iowa on March 3-4, 2004,
with costs not to exceed $224.00, be approved. Ayes: Three. Motion carried.
Moved by Welper, seconded by Clark that a travel request for two Police Officers to attend
Intermediate Officer Certification Course in Waterloo, Iowa on March 1 — April 23, 2004, with
costs not to exceed $4,200.00, be approved. Ayes: Three. Motion carried.
Moved by Welper, seconded by Clark that a travel request for Police Sergeant to attend Traffic
Accident Reconstruction 1 Course in Evanston, Illinois on April 11-24, 2004, with costs not to
exceed $2,850.00, be approved. Ayes: Three. Motion carried.
Moved by Welper, seconded by Clark that a travel request for Police Sergeant and three Police
Officers to attend 2004 Regional Detector Dog Training and Trials in Des Moines, Iowa on April
4-6, 2004, with costs not to exceed $1,176.00, be approved. Ayes: Three. Motion carried.
Moved by Welper, seconded by Clark that a travel request for Police Investigator to travel to
Topeka, Kansas on February 12-13, 2004, with costs not to exceed $219.00, be approved. Ayes:
Three. Motion carried.
Moved by Clark, seconded by Welper that the request of the Superintendent of Central Garage
for pre-authorization to expend $2,495.00 to purchase a scan tool to retrieve service information
from computers in cars, pickups and vans be approved. Ayes: Three. Motion carried.
Moved by Clark, seconded by Welper that the request of the Superintendent of Central Garage
for pre-authorization to expend $1,726.00 to purchase 3% ton air jack to be used by the Garage
Annex be approved. Ayes: Three. Motion carried.
Moved by Clark, seconded by Welper that the request of the Superintendent of Traffic
Operations for pre-authorization to expend $5,200.00 to purchase sign brackets be approved.
Ayes: Three. Motion carried.
Moved by Clark, seconded by Welper that the request of the Fire Chief for pre-authorization to
expend $7,400.00 to purchase 250 lock boxes for the Fire Act grant be approved. Ayes: Three.
Motion carried.
